Our client is a premier real estate and luxury villa development group dedicated to crafting high-end, buildable, and culturally aligned properties across Southeast Asia. Powering accurate financial control, complex procurement structures, and value engineering, they are expanding their elite footprint across key regional paradise destinations.

We are seeking a highly proactive, detail-oriented, and execution-driven Senior Quantity Surveyor to lead cost estimation, Bill of Quantities (BOQ) preparation, budget control, and cost monitoring across luxury villa and apartment complex developments. Based permanently on-site in Lombok, this is a senior, hands-on role requiring deep technical expertise in construction budgeting, strong command of local material and labor markets, and the ability to work autonomously with minimal supervision. Your goal is to safeguard project budgets, mitigate commercial risks, and deliver reliable cost data across the development lifecycle.

Key Responsibilities

BOQ Preparation & Cost Estimation

• Prepare detailed, accurate Bills of Quantities (BOQ) based on architectural and engineering design documentation (DED) for villas, apartments, and common infrastructure.
• Quantify all materials, labor, and equipment resources, applying up-to-date local Lombok and Bali market rates and productivity benchmarks.
• Develop full construction cost estimates in close coordination with architecture, engineering, and development teams, from early design stages through to final budget validation.

Budget Control & Cost Monitoring

• Track actual costs against approved budgets throughout the construction lifecycle by project and by cost item/BOQ code.
• Proactively identify cost deviations, trends, and risks, reporting findings with clear supporting data to project leadership.
• Feed accurate quantity and cost data into project forecasting, cash-flow planning, and reporting systems while maintaining organized, auditable cost records.

Valuation & Payments

• Evaluate contractor and subcontractor progress for interim and final payment certification, verifying completed works on-site against BOQ and contract terms.
• Review, negotiate, and assess the cost impact of variation orders, claims, and change requests.
• Support procurement workflows with cost benchmarking, comparative analyses of quotations, and vendor price evaluations.

Coordination & Local Market Expertise

• Liaise with architects, engineers, PMs, and site teams to ensure cost implications are fully integrated into every design and construction decision.
• Apply up-to-date knowledge of construction costs, labor rates, and material availability in Lombok, Bali, and wider Indonesia, flagging logistics risks for remote site delivery.
• Contribute cost expertise and market benchmarking to new pipeline projects across expanded regional destinations as required.

Requirements

• Education: Bachelor’s degree in Quantity Surveying, Civil Engineering, Building Surveying, or a related field. Professional accreditation (e.g., IQSI, RICS, or equivalent) is preferred.
• Commercial Experience: Minimum 8–10 years of professional experience as a Quantity Surveyor on construction projects, with a strong focus on project budgeting and cost tracking.
• Industry Background: Direct, practical experience working on villa, resort, hospitality, or residential complex developments is strictly required.
• Regional Expertise: Experience working on projects in Lombok, Bali, or elsewhere in Indonesia is strongly preferred; familiarity with Indonesian construction standards (SNI) and local BOQ/costing conventions.
• Technical & Software Mastery: Advanced proficiency in Excel and BOQ/cost estimation software; highly comfortable working with structured cost-item coding and budget templates.
• Analytical Precision: Strong analytical capability to identify, analyze, and explain cost deviations rather than simply reporting them, maintaining strict integrity in financial tracking.
• Communication & Language: Fluent in both written and spoken Bahasa Indonesia and English to coordinate seamlessly with internal leadership, external teams, and site contractors.
• Presence & Mobility: Based on-site in Lombok, with periodic travel to other regional project sites in Indonesia as required.

• Specialized Project Portfolio: Prior hands-on experience surveying quantities and costs for high-end luxury villa developments or resort projects within or around the KEK Mandalika special economic zone.
