PGE is hiring a Senior Nuclear Licensing Specialist at the Trojan ISFSI to support the licensing basis, regulatory compliance, and agency interfaces. You’ll maintain ISFSI licensing documents, manage NRC submittals and 10 CFR 72.48 evaluations, support audits/inspections, and apply 10 CFR Parts 72/73 and ANSI/ANS standards while tracking impacts of Oregon ORS/OAR.

Nuclear Licensing ensures compliance with standards and regulations. Conducts exercises in accordance with established security and operational policies and procedures.

Program Administration - Administers one or more departmental programs and develops and implements associated procedures, ensuring compliance with applicable laws, regulations, policies and guidance. Contribute to project planning, schedule/risk management, and stakeholder communications.

Licensing - Develops, maintains and processes licensing documents. Negotiates with licensing authorities to develop new or innovative ways to meet requirements. Monitors industry developments and assesses impact on department activities. Proposes and implements changes to processes and procedures based on findings. Leads or conducts screenings (72.48) or evaluations to comply with licensing requirements.

Compliance and Reporting - Collects and analyzes data and prepares reports for outside regulators and PGE management. Identifies trends and, if appropriate, recommends and implements remediation strategies. Organizes and maintains data and records. Develops and maintains record architecture system. Develops and implements remediation and preventive measures to ensure compliance. Develop and deliver regulatory training; maintain procedures and document control; support internal assessments and readiness reviews. Interface with NRC, state, and local agencies; coordinate audits, inspections, and enforcement actions; lead corrective actions.


Emergency Response Planning - Plans, schedules, leads and documents emergency training drills and exercises. Maintain the ISFSI licensing basis, including Safety Analysis Reports, Technical Specifications, CoC/LOA conditions, and implementing procedures. Prepare, submit, and track NRC submittals (e.g., exemptions, amendments, notifications, 72.48 evaluations/summaries, 10 CFR 72/73 correspondence) and coordinate Requests for Additional Information (RAIs). Support 10 CFR 72.48 screenings/evaluations and change control; ensure configuration management alignment. Interpret and apply 10 CFR Parts 72 and 73 requirements to licensing and security plans; ensure compliance with ANSI/ANS standards applicable to ISFSI design, operations, quality, and emergency preparedness. Monitor and assess impacts of Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) relevant to nuclear materials, radiation protection, emergency management, environmental protection, and industrial safety as they affect ISFSI activities. Support security plan maintenance (Part 73), emergency planning, radiation protection program interfaces, QA (10 CFR Part 72 Subpart G), and environmental/NEPA-related obligations as applicable.

Education/Experience/Certifications

Education

  • Requires a bachelor’s degree in engineering, physical science or related field or equivalent experience.

Experience:

  • Typically, 10 or more years of power plant experience with a minimum of three years in nuclear power plants or equivalent level of technical program management experience.

Preferred Experience

  • 3+ years of nuclear licensing at a nuclear facility to include experience with NRC submittals/RAIs, strong technical writing/change control, and familiarity with Oregon laws and rules.
  • Direct ISFSI licensing experience (10 CFR Part 72)
  • Prior interface with Oregon state agencies (e.g., OHA, OEM, DEQ) and local emergency planning authorities.
  • Experience with quality assurance under 10 CFR 72 Subpart G and ANSI/ASME NQA-1 programs.
  • Knowledge of NEI guidance and NRC regulatory guidance applicable to ISFSIs (e.g., RGs, NUREGs).
  • Experience with Technical Writing

    Certifications, Licenses and Training

    • Project Management Professional (PMP) certification a plus
    • Professional Engineering (PE) certification a plus
    • Procedure Professionals Association Writer Certification
