TechOp Solutions is seeking an experienced Program Manager to serve as the primary management contact for a federal Freedom of Information Act (FOIA) support program. This individual will oversee operations and ensure the effective integration of project management, quality assurance, performance, staffing, financial oversight, and risk management activities across the program. 

Duties:

• Independently review, analyze, and process complex, sensitive, backlogged, appeal, and litigation-related FOIA cases.  
• Identify responsive records and conduct detailed disclosure analyses using independent judgment.  
• Apply appropriate FOIA and Privacy Act exemptions and document the legal basis for withholding information.  
• Review large volumes of electronic records using case-management, eDiscovery, and document-review tools.  
• Redact and sanitize records, apply Bates numbering when required, and prepare final production packages.  
• Prepare Vaughn indices, litigation documentation, appeal files, declarations, and supporting analyses.  
• Draft correspondence, disclosure recommendations, decision documents, and responses using approved templates. 
•   Coordinate with, program offices, regional locations, records custodians, requesters, and legal stakeholders.  
• Develop search terms and conduct approved searches within designated eDiscovery systems.  
• Perform quality-control reviews and mentor or provide technical guidance to junior analysts.  
•  Identify process improvements and contribute to reports, white papers, presentations, and lessons-learned analyses.  
• Maintain complete and accurate documentation in the FOIA case-management system 
• Performs additional duties as assigned. 

Requirements

• Bachelor’s degree from an accredited institution. 
• At least 10 years of relevant FOIA experience. 
• Demonstrated expertise reviewing and handling federal FOIA cases. 
• Advanced knowledge of FOIA exemptions, the Privacy Act, disclosure analysis, appeals, and litigation support. 
• Experience using eDiscovery, electronic case-management, and redaction tools; experience with Relativity is highly desirable. 
• Ability to independently analyze complex or sensitive records and produce accurate, defensible recommendations. 
• Exceptional analytical, writing, quality-control, and organizational skills. 
• Ability to obtain and maintain the required security clearance
