Job Description Summary:

Under general supervision, performs investigative, technical, administrative, and research support functions for criminal investigations and real-time incident management. As a non-commissioned member of the Public Safety Information Center (PSIC), this position evaluates, coordinates, and disseminates critical information to support investigative operations, improve situational awareness, and enhance public safety decision-making.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Monitors real-time data systems including Computer-Aided Dispatch (CAD), Records Management System (RMS), camera systems, license plate readers, and other integrated technologies to support active incidents.

  • Identifies, analyzes, and disseminates time-sensitive information to officers and supervisors during in-progress calls.

  • Operates and navigates video management systems to locate, track, and relay suspect or vehicle movement.

  • Conducts real-time research using law enforcement databases and open-source intelligence (OSINT) tools.

  • Creates and distributes real-time bulletins, BOLOs, and intelligence summaries during critical incidents.

  • Supports incident command by providing a common operating picture and continuously updating relevant stakeholders.

  • Assists with coordination and intelligence support for remote assets (e.g., Drone as First Responder operations), without field deployment.

  • Maintains awareness of emerging technologies and assists with implementation or troubleshooting of PSIC-related systems.

  • Uses appropriate software to organize and disseminate tips in ongoing investigations.

  • Performs in a lead role for various department programs such as Crime Stoppers or Safe to Tell as assigned.

  • Provides customer service and responds to inquiries via telephone and electronic communication; position does not involve in-person public contact.

  • Conducts telephone and electronic interviews to gather witness statements and other case-related information.

  • Conducts preliminary investigative research and background inquiries on assigned cases.

  • Prepares investigative case materials and provides ongoing case support to detectives and assigned investigative units.

  • Accesses and analyzes investigative databases and information systems to obtain criminal histories, identity records, photographs, reports from outside agencies, and other relevant case information.

  • Processes investigative documentation and maintains case files, records, and related administrative materials.

  • Prepares and enters investigative reports and case documentation into the Police Records Management System.

  • Drafts legal documents, including warrant affidavits and court orders, for review and approval in accordance with investigative and judicial procedures.

  • Provides testimony in judicial and administrative proceedings as required.

  • Provides investigative and administrative support to Crime Analysts and other departmental units as assigned.

  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Ability to use police computer systems (CAD, RMS, NCIC/CCIC).

  • Ability to use MS Office Suite, including word processing and spreadsheets.

  • Ability to handle confidential information.

  • Ability to manage multiple tasks simultaneously.

  • Ability to communicate clearly and concisely, both orally and in writing.

  • Ability to be flexible in day-to-day job assignments.

  • Ability to understand and meet the needs of internal and external customers.

  • Ability to render credible testimony in judicial and administrative proceedings.

  • Ability to interpret and synthesize real-time information from multiple data platforms.

  • Ability to multitask in a fast-paced, high-demand environment while maintaining accuracy.

  • Ability to demonstrate strong situational awareness and decision-making in time-sensitive situations.

  • Knowledge of Colorado Revised Statutes.

  • Knowledge and familiarity with video management systems, LPR platforms, and mapping tools.

  • Knowledge at a working level of CAD systems and real-time call tracking.

  • Skills at a strong level in customer service.

  • Must successfully pass a background check before first day of work and maintain acceptable screening.

PREFERRED QUALIFICATIONS

  • Ability to read, write, and speak Spanish in a professional capacity for communication objectives.

  • Knowledge of the Boulder area and community.

  • Knowledge and familiarity with Drone as First Responder (DFR) concepts and workflows.

  • Experience with criminal investigations or crime analysis.

  • Experience writing police reports, warrants, and court orders.

  • Experience using CCIC/NCIC and other criminal justice databases.

  • Prior experience in a Real-Time Crime Center, fusion center, dispatch, or similar environment.

  • Experience with platforms such as Fusus, Flock, or similar integrated public safety technologies.

  • Experience producing real-time intelligence products or operational briefings.

  • Experience in an investigative, records information or dispatch role is preferred.

  • Prior certification as a Police Officer or Crime Analyst in Colorado.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Associate’s degree from an accredited institution, or equivalent college. Four (4) years of experience may substitute for education.

  • Two (2) years of experience in a related law enforcement setting.

  • Ability to become certified in National and State Crime Information Systems within 90 days.

BACKGROUND INFORMATION

Qualified applicants will be required to complete several stages of interviews and testing, pass a job suitability assessment and complete a thorough background investigation.    
Applicants must be able to demonstrate personal and professional honesty, integrity, sound judgment as shown in applicant’s criminal history, background, motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale or possession of illegal substances.  Polygraph or Computer Voice Stress Analyzer will be used for verification of applicant information.  Prior to employment, successful applicants are required to pass a drug screen. Some positions will also require medical and/or psychological testing prior to employment.  
  
The following will disqualify any applicant from consideration:  

  • Any felony conviction  

  • Commission of a felony, whether convicted or not within the past 5 years  

  • Commission of any non-traffic related misdemeanor, whether convicted or not within the past 3 years  

  • Excessive number of traffic violations  

  • Any marijuana business ownership or interest within the past 3 years  

  • The use, sale, possession, or transfer of any illegal controlled substance within the past 2 years (examples: Cocaine, Heroin, LSD, Methamphetamine, MDMA,).   

  • Unlawful sale or fraudulently obtaining any controlled scheduled substance with the past 5 years (Examples: Barbiturates, Benzodiazepines, Sleep Medication, Codeine, Morphine, etc.)

  • Use of a substance prescribed to another person will be reviewed for substance type, frequency, and length of time.

  • Any false or untrue statements or material omissions in the application and related paperwork or during the selection process.

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and Mental Effort: Prolonged sitting with continuous monitoring of multiple screens and data systems. Ability to maintain focus and accuracy during extended periods of real-time incident monitoring.

  • Working Environment: Position is performed entirely within a centralized PSIC environment. No field response or on-scene responsibilities. No in-person public interaction; communication occurs via phone or electronic means. Work may include shift assignments, including evenings, weekends, and critical incident support.

  • Machines and Equipment Used: Frequent use of standard office equipment and law enforcement technology systems.
