Since 2011, Trócaire has responded to the protracted humanitarian crisis in the South Kordofan, Sudan through the national/local organisations. This has been achieved through a hybrid arrangement of remote support from Nairobi, Kenya and on the ground presence. Trocaire works with five national partners. Our programme focuses on the provision of humanitarian assistance in the current context of the displacement crisis, delivering integrated health and nutrition services to remote communities and in strengthening food security, livelihoods and resilience. The programme is also responding to a rising health need in neighbouring Blue Nile State.

 

The Protection Officer is responsible for managing grants to a local partner and technical oversight, along with supporting partners in all aspects of implementation and reporting to ensure programme quality and compliance with donor requirements. This will include ensuring that partners are supported with capacity building and ongoing accompaniment, based on mutual respect & solidarity.

 

The Protection Officer is also responsible for supporting partner Monitoring and Evaluation (M&E), including data collection, analysis and reporting, and is also responsible for representing the organisation at UN, NGO and other coordination meetings at regional and national level as required. He/She will lead on main technical GBV trainings to the local partner’s team including case workers and support GBV integration activities across other sectors such as health, WASH and livelihood under the same project to ensure integrated approach.

Reporting to the Women’s Protection Coordinator this is a Fixed Term contract for a period of one year and is based in Kurchi with frequent travel to programme locations within the region.

Key responsibilities:

In supporting both the implementing partner and Trocaire to establish WGSSs and run regular activities for women, girls the Protection Officer is responsible for the following:

Programme Cycle Management

  • Support partners and provide capacity building assistance in implementation and tracking of project activities; monitoring, evaluation and learning; budget monitoring and project adaptation
  • Support partners in providing timely and quality reports to Trócaire, both narrative and financial, in line with donor requirements
  • Ensure GBV principles, and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international standards.
  • Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of the Work in South Kordofan
  • Support and build the capacity of implementing partners to monitor budget expenditures against work plans and implementation schedules to ensure timely utilization of project funds and compliance with donor and organizational financial management requirements.
  • Oversee quality implementation of Trocaire run interventions including training of health staff, women centre activities and GBV risk mitigation activities.
  • Support in developing new programme proposals to secure continued funding for the programme
  • Identify new and emerging needs and support response to new emergencies as required.
  • Working with Trocaire team, support partners to conduct regular participatory safety audit to identify and mitigate GBV risks
  • Support the integration of safe programming approaches across sectors including health, nutrition, WASH, food security, and livelihoods. Ensure GBV programming interventions across sectors are conflict-sensitive, inclusive, age-, gender-, and disability-responsive.
  • Support the partners in implementing appropriate GBV prevention activities utilising a contextually adapted social norm change methodology

 

Programme Quality and MEAL

  • With support from Trocaire’s  Women’s Protection Coordinator, Humanitarian Protection Senior Advisor and MEAL Coordinator, provide ongoing technical assistance to partners to ensure that the project is implemented in accordance with accepted international standards, including those for protection, GBV and accountability
  • Work with partners to develop and implement Monitoring and Evaluation (M&E) plans that are based on baseline data and clear indicators of impact
  • In coordination with the MEAL Coordinator support partners in conducting M&E activities, including developing monitoring tools, capacity strengthening on safe and ethical collection and analysis of data and drafting M&E reports
  • Ensure that learning is captured, documented, and shared
  • Promote and advance accountability of partners and Trocaire to target communities
  • Support partners on community engagement and in particular promote accountability to women and girls ensuring they influence program design and implementation.

Representation and Coordination

  • Help to build and maintain professional relations with relevant organisations including the UN agencies  Government departments, NGOs and donors.
  • Represent Trócaire, and the work and perspectives of our partners, at all relevant coordination meetings
  • Accompany visitors to project sites as required.
  • Ensure close coordination and proactive communication with the Humanitarian Protection Senior Advisor and Trócaire’s wider programme team on all aspects of programming especially on GBV integration activities.
  • Build close collaboration with women groups as Trocaire’s focal person.
  • Foster a relationship of accompaniment, close mentoring and mutual respect with Trócaire’s implementing partners specifically the partner implementing GBV services.
  • Fulfil other reasonable duties and responsibilities, as required by line management

 

Requirements

Essential Requirements:

Qualifications:

  • Undergraduate degree qualification in Humanitarian or Development Studies, Gender, International Relations, Human Rights Law or similar

Experience:

  • 3 years of programme management experience with at least 1 year of GBV programming
  • Experience working in humanitarian or insecure settings.
  • Experience working with capacity building of local NGOs.
  • Experience working in South Kordofan and/or deep knowledge of Sudan is preferred.
  • Strong commitment to and understanding of Gender Equity.
  • Understanding of community-based protection approaches.
  • Knowledge of GBV risk mitigation and survivor-centred programming.
  • Familiarity  protection principles and referral systems.

Skills:

  • Proven strategic thinking and planning skills including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress.
  • Proven technical skills in data management, M&E and assessments with experience related to monitoring and evaluation of projects
  • Ability to work in a complex organisation & consortium/partner structure.
  • Demonstrated ability to lead & work in a team.
  • Excellent and proven organisational skills.
  • Highly developed relationship, negotiation and interpersonal skills.
  • Excellent facilitation & capacity building skills and experience of applying them when working with individual organisations or groups of organisations.
  • Excellent written, oral and presentational communications skills.
  • Computer literacy skills in word, excel, PowerPoint and statistical software.
  • Strong oral and written communication skills in English.
  • Ability to speak Arabic language  would be an added advantage
  • Experience in an IDP/Refugee setting
