A Property Control Supervisor position is available with The City of Fort Worth Police Department – Property Control Unit. This position will supervise, assign, review and participate in the work of employees responsible for performing a variety of technical duties related to the receipt, storage, protection, delivery, release and disposition of property or evidence. Ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.

Minimum Qualifications:

• High School Diploma / GED with supplemental training in accounting, inventory management, property control related to criminal justice procedures and/or warehouse operations
• Three (3) years of property and evidence control experience
• One (1) year of administrative or lead supervisory responsibilities
• Valid Driver’s License

Preferred Qualifications:

• Working knowledge of the Texas Code of Criminal Procedures, Penal Code, Standard Operating Procedures, and Chapter 59 Seizure process, all pertaining to Property and Evidence;
• Five (5) years property and evidence experience;
• Five (5) years cash handling experience;
• Three (3) years administrative supervisory experience;
• Three (3) years Microsoft Office - Word, Excel, PowerPoint experience;
• Prior experience working with law enforcement systems (RMS, CAD, PeopleSoft, INovah, Techshare Jail, and Court System);
• Prior experience in writing, reviewing, and updating, Standard Operating Procedures and Policies;
• Prior experience working with the Texas Best Practices Accreditation Program;

The Property Control Supervisor job responsibilities include:

• Supervise staff; prioritize and assign work; conduct performance evaluations; ensure staff is trained; maintain a healthy and safe working environment; and make hiring, terminations, and disciplinary decisions or recommendations
• Establish schedules and methods for providing property and evidence control services; identify resource needs; review needs with appropriate management staff; and allocate resources accordingly
• Monitor and evaluate the quality, responsiveness, efficiency and effectiveness of assigned property control programs, service delivery methods and procedures; and work with employees on the continuous improvement of assigned services
• Conduct safety inspections; monitors the operation of alarm system; and ensure proper security of evidence and property
• Ensure compliance with applicable rules and regulations governing the release of property and evidence to crime lab, courts, the public or various law enforcement agencies
• Determine the final disposition of property and evidence; prepare appropriate paperwork for disposal; remove property from storage location; and prepares for the destroying, donation or auction of property
• Respond to Public Information Request, Court Expunctions and requests for information from Risk Management

Working Conditions and Physical Demands

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling and lifting; depending on assignment. Incumbents may be exposed to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting and intense noises

Light Work – Depending on assignment, positions in this class typically exert up to 30 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.

Criminal Justice Information Systems (CJIS) Background Check

Final candidates selected for hire in the Police Department will be subject to a fingerprint/criminal history background check and polygraph examination. Applicants must not have used marijuana during the previous two (2) years, nor illegally used any controlled substances within the last ten (10) years.

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
