Job Description Summary

The Pittsburgh On Wing Support Test Operation Site Leader is responsible for the end-to-end leadership of the Pittsburgh Test Cell operation, ensuring safe, high-quality, and efficient delivery of engine test in support of our customers.

This role owns Safety, Quality, Delivery, and Cost (SQDC) performance for the site, will lead a multi-shift team, and drives continuous improvement to meet customer commitments. The Pittsburgh site is nearing final phases of construction and remodeling – this leader will have the opportunity to transition the site into operation and build a best in class team and organization.

The Pittsburgh On Wing Support Site Leader will be expected to lead the site consistent with our FLIGHT DECK operating system to meet immediate business objectives and engage in structured problem solving.

On Wing Support is a 24 / 7 / 365 operation across multiple global time zones. This role is expected to be willing and flexible, within reason, to accommodate and support the global network.

Job Description

Roles & Responsibilities:

  • Maintain, grow, and actively promote a safe, open-reporting culture within the team, ensuring the engine test cell is established and operated with an uncompromising focus on Safety, Quality, Delivery, and Cost in that order. Demonstrate through actions and decisions the highest standards of integrity, operational discipline, and hazard awareness in a high-energy test environment.

  • Respect for People – Lead transparently, foster an inclusive and engaged team environment, and build a test organization with the technical depth, operational mindset, and diverse perspectives needed to safely commission and operate the engine test cell. Develop team capability through coaching, training, and clear accountability.

  • Customer Focus – Understand what matters most to internal and external customers in an on-wing support test operation, including responsiveness, technical accuracy, turnaround time, and confidence in test results. Prioritize the team’s work to maximize customer impact, measure performance through the customer lens, and use feedback to strengthen test execution and service delivery.

  • Continuous Improvement – Establish a candid, humble, and transparent approach to problem solving and learning within the test operation, using lessons learned from commissioning, early operations, and daily execution to improve standards, eliminate waste, and drive reliability, repeatability, and flow through proactive kaizen.

  • Fulfil the obligations of the Accountable Manager to the Federal Aviation Administration (FAA) and any other applicable regulatory authorities, ensuring the test cell achieves and maintains the certifications, approvals, operating readiness, and procedural control required to support projected customer, product, and capability demand. Provide leadership and oversight within GE Aerospace’s Quality and Safety Management Systems throughout start-up and ongoing operations.

  • Ensure the test site remains compliant with all applicable domestic and international laws, environmental requirements, permit conditions, industry regulations, financial controls, and tax obligations, including those associated with operating and maintaining an engine test facility.

  • Ensure that all fundamentals of FLIGHT DECK are implemented across the full scope of the test cell operation, including start-up, daily management, standard work, action planning, problem solving, and operating cadences, and use FLIGHT DECK to run the operation and continuously improve safety, quality, delivery, and cost performance.

  • Contribute to the Global OWS ‘One Global Team’ approach by sharing test-cell start-up learning, operational best practices, standards, and lessons learned across the network; adopting global standards where appropriate; and leading or participating in kaizen activity to improve engine test readiness and execution.

  • Operationally lead the team using a KPI-based performance management approach to deliver safe, compliant, and efficient engine test activity, including commissioning milestones, operational readiness, test throughput, schedule adherence, first-pass yield, equipment uptime, and turnaround performance.

  • Develop and deliver the site’s long-term strategy for the engine test operation while identifying future capability expansions, new product introduction needs, and test technology enhancements required to support evolving demand.

  • Ensure the site has the necessary resources to deliver the strategic growth plan and sustain test operations, including workforce planning, hiring, training and certification, retention, organizational design, tooling, infrastructure, digital systems, and capital investment needed to safely commission, operate, and scale the test cell.

  • Ensure the site is a responsible and proactive member of the local community, operating the test facility with appropriate environmental stewardship, professionalism, and engagement, while contributing positively within the surrounding area.

  • Build and maintain productive relationships with relevant stakeholders – including customers, other OWS sites, the Global OWS team, ATMRO sites, GE Aerospace Product, Customer, Engineering, Quality, and Technical teams, regulatory authorities, and local industry partners – to ensure strong alignment on test readiness, operational performance, and future capability needs.

Required Minimum Qualifications:

  • Bachelors degree from an accredited college or university and 5+ years of experience in aviation assembly, test, maintenance, repair, and/or overhaul.

  • 5+ years of people leadership experience required.
