Job Summary:

The Performance & Budget Manager oversees the City's Budget and Capital Improvement Program. This role facilitates strategic and operational resource alignment through budget process management and oversight, financial planning and analysis, and performance management programs. This position supports the City’s High-Performance Organization leadership model by ensuring inclusive, broad-based financial and performance processes that engage team members in strategic financial decision-making. This role also addresses various management issues that impact the City's overall efficiency and effectiveness. The Performance & Budget Manager reports to the Performance & Budget Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay.

Leadership

  • Demonstrates an understanding and reflection of the City’s mission, vision, and values and a commitment to achieve organizational goals aligned with the City’s strategic plan

  • Facilitates staff-level and executive-level meetings around financial planning and prioritization

Management

  • Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
  • Supervises Performance & Budget Analysts, Interns, and other assigned team members to ensure effective planning, coordination, and execution of technical work; includes hiring, evaluation, training, and performance reviews; coaches and provides feedback to support professional and skill development
  • Ensures policies and procedures are followed to manage operational and financial risks to the organization effectively
  • Manages the preparation of and presents the City Budget, Budget Amendments, and Capital Improvement Program to the City Commission
  • Facilitates organization-wide performance management activities, including development and analysis of metrics, data governance, and utilization of metrics in decision-making
  • Assists in:
    • preparation of the annual budget direction in alignment with the City's Strategic Plan and performance goals
    • analysis of expenditures and revenues to monitor the City Budget
    • preparation and update of the Citywide Strategic Plan and associated Performance Measurement/Management Program and reporting
    • reviewing relevant City Commission memos
  • Addresses questions from the City Commission, advisory boards, and the public concerning all aspects of the City Budget and Capital Improvement Plan
  • Establishes and updates departmental/administrative, fiscal, and standard operating procedures/policies as necessary

Technical

  • Coordinates:
    • various internal operational efficiency and effectiveness, policy compliance, and risk assessment audits
    • the City's performance management and data analytics program and issues associated reports
  • Sets critical targets and appropriate benchmarks based on research of high-performing public and private entities
  • Approves budget amendments and transfers for compliance with City policy
  • Ensures compliance with:
    • State of Florida Truth-in-Millage (TRIM) regulations
    • City procurement, budgetary, fund balance, and other policies
  • Serves as the Staff liaison to the Audit Committee
  • Works directly with the Performance & Budget Director on special projects as assigned

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor’s Degree (Master’s Degree preferred) in Public Administration, Business Administration, or a closely related field to municipal government budgeting and seven (7) years of progressively responsible experience in budget and performance analysis or a closely related position in City or County government agency
  • Two (2) years of supervisory, team leader, or project management experience preferred
  • Six Sigma Yellow Belt Certification
  • Valid Driver's License

Knowledge, Skills, and Abilities: 

  • Working knowledge of:
    • municipal budgeting, State TRIM requirements, and financial reporting
    • research methods and techniques
    • City, State, and Federal laws governing the purchasing process for the City and municipal management theory and processes
    • process improvement and performance management concepts
  • Excellent project management skills
  • Advanced skills in:
    • project management
    • using business software (especially spreadsheets/analytical software applications) and learning new software as required
  • Excellent interpersonal skills (tact /diplomacy)
  • Ability to exercise sound independent judgment and decision-making

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment: 98% inside a climate-controlled building; 2% outside, which includes driving.

Physical Requirements: The essential functions of the job require sitting for approximately one (5) hour per day, standing for approximately five (2) hours per day, and walking for approximately two (1) hours per day. The work requires frequent bending/ stooping, climbing, crawling, fine manipulations, grasping, kneeling, pulling, pushing, reaching, lifting/carrying objects weighing up to 15 pounds, and occasionally lifting/carrying objects weighing 15 to 44 pounds. On rare occasions, the work requires lifting/carrying objects weighing 45 pounds and over.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person and on the telephone, and ability to detect specific noises and the proper equipment operation. Speaking: Ability to communicate orally with others in person and on the phone and to be able to acknowledge instructions. Seeing: Ability to operate a vehicle, read fine print, and determine when rooms are clean.

Driving Requirements:  Requires occasional driving and possession of a valid Florida Driver's License.

Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. It also requires proficiency with computer hardware and analytical software applications, including word processing, spreadsheet and database applications, internet applications, and database management.
