Great Hill is seeking a Peacekeeping Operations Analyst – SME in Crystal City, VA. The objective of this work is to support Peacekeeping Operations (PKO) cases and initiatives, including case processing, implementation, training, funding, reporting, and documentation. The position will support program reviews, project planning, budget and resource management, risk management, and coordination with the Department of State, DSCA, Implementing Agencies, and other stakeholders.
Roles and Responsibilities include, but are not limited to:
- Provide Program Analyst support for Peacekeeping Operations (PKO), including processing Memoranda of Request (MORs), tracking case implementation, training, funding, and required documentation.
- Provide weekly and quarterly status updates, reports, and responses to Department of State inquiries regarding PKO-funded cases.
- Review and analyze PKO case information and reporting requirements, including SC/TMS, SCMS, FMTR, and 632(b) reporting.
- Develop and maintain PKO case lists and documentation in SharePoint and identify and catalog documentation for unlinked PKO cases.
- Support program reviews and meetings by coordinating participants, agendas, meeting logistics, minutes, action items, and follow-up.
- Review MORs to ensure they are executable and within the scope of work defined in the IAA.
- Develop project plans for peacekeeping assistance cases and initiatives, including scope, objectives, timelines, milestones, deliverables, budgets, resource requirements, and implementation schedules.
- Identify and manage project risks, mitigation strategies, contingencies, and emergency requirements.
- Monitor project budgets, expenditures, funding, and resource utilization and coordinate with financial, contracting, procurement, technical, and operational teams.
- Prepare case closure reports, lessons learned documentation, briefings, oversight reports, and Congressional reporting requirements.
- Facilitate communication and coordination among the Department of State, DSCA, Implementing Agencies, and other stakeholders.
Basic Qualifications:
- Bachelor’s degree in a related field of study.
- Active Secret Clearance.
- Two (2) years of work experience within the last five (5) years related to Security Cooperation, Security Assistance, Foreign Military Sales (FMS), Foreign Military Financing (FMF), Presidential Drawdown Authority, Building Partner Capacity, and Peacekeeping Operations.
- Understanding of Peacekeeping Operations and related fields, including logistics, financial management, military education and training, transportation, and current security cooperation database management tools.
- Experience supporting cases subject to various authorities and restrictions that may require intensive management beyond that typically required for standard FMS country program tasks.
Desired Skills:
- Active Top Secret clearance.
- Experience supporting PKO cases and initiatives.
- Experience with Department of State MORs, DSCA tasking and clearance processes, and program reviews.
- Experience with SC/TMS, SCMS, FMTR, and 632(b) reporting.
- Experience developing project plans, work breakdown structures, implementation schedules, budgets, and resource requirements.
