The Opportunity:
CACI is seeking an Oracle Cloud Solution Architect to design and deliver the integration and data conversion solution for a major federal HCM modernization program migrating legacy HR systems to Oracle Fusion Cloud HCM.
Working under the Program Technical Lead, you will convert technical strategy into detailed solution architecture and oversee the development team that builds, tests, and deploys the solution. This is a hands‑on technical delivery role: the functional team owns HR policy and module configuration, while you own the technical design and construction of integrations, conversions, and supporting cloud platform components. The ideal candidate has extensive Oracle Cloud implementation experience and a track record of delivering complex solutions to production.
Responsibilities:
Translate the technical strategy and implementation plans provided by the Program Technical Lead into detailed solution designs for integration and data conversion.
Design, build, and deploy integrations between Oracle Fusion Cloud and federal systems (EHRI, eOPF, USA Staffing, payroll providers) using Oracle Integration Cloud and web services.
Own the end‑to‑end legacy‑to‑Fusion data conversion lifecycle, including mapping, loading, validation, reconciliation, and managing mock conversions through cutover.
Direct technical developers, assigning work, removing blockers, reviewing deliverables, and ensuring adherence to standards and design specifications.
Perform complex development activities including SQL, PL/SQL, interface components, and advanced data extraction logic.
Provision and administer OCI/PaaS environments—including OIC, ATP, VBCS, and APEX—and manage compartments, users, IAM policies, and platform resources.
Partner with functional leads to convert approved configurations and HR policy requirements into technical design and field‑level mappings; identify and escalate data model constraints.
Ensure all technical components meet FedRAMP, agency security, and ATO compliance requirements.
Track progress, risks, and technical issues for the workstream; recommend solutions and report status to the Program Technical Lead.
Provide technical estimates and solution input for change requests and task orders.
Execute system integration testing, support UAT, run mock conversions, and lead cutover activities; confirm technical readiness at each milestone.
Author and maintain technical design documents, interface specifications, conversion plans, and environment architecture documentation.
Qualifications:
Required:
Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance.
Bachelor’s degree and 10+ years of relevant experience (additional experience may substitute for degree).
10+ years architecting and delivering Oracle ERP or Oracle Cloud solutions, including multiple full lifecycle Oracle Cloud implementations.
Proven record of delivering Oracle Cloud implementations to production as the accountable solution architect.
Strong command of the Oracle Cloud data model and ability to design integrations, extracts, and conversions even in unfamiliar schemas.
Advanced SQL and PL/SQL development skills.
Hands‑on experience with Oracle PaaS (OIC, ATP, VBCS, APEX).
Experience leading data conversion efforts including mapping, load, validation, and reconciliation.
Hands‑on OCI administration experience (compartments, IAM policies, instance provisioning).
Experience directing technical development teams.
Prior delivery on U.S. federal programs, including familiarity with FedRAMP and federal security requirements.
Strong written and verbal communication skills.
Desired:
Oracle Cloud certifications in Integration, OCI, or Autonomous Database.
PMP certification.
Master’s degree in a related technical field.
Experience with Oracle HCM tools (HCM Extracts, HDL/HSDL, Security Console).
Experience with federal HR data exchanges (EHRI, eOPF, USA Staffing).
Experience with Oracle EBS Federal HR/Financials and EBS‑to‑Fusion migration.
Agile certification (SAFe Agilist or equivalent).
Prior experience supporting federal civilian or DoD programs.
Active Secret clearance or higher.

The proposed salary range for this position is:
