Infleqtion is seeking a Manager of Government Affairs to help advance the company’s U.S. federal government affairs strategy at the intersection of quantum technology, national security, space, energy, research, and critical infrastructure. Reporting to the Vice President of Government Affairs, this role will support congressional engagement, appropriations and authorization activity, agency outreach, policy analysis, stakeholder mapping, and executive briefing preparation.

The ideal candidate is a highly organized, detail-oriented, and collaborative government affairs professional who understands the federal policymaking and budget process and can translate complex technical priorities into clear, credible, and actionable policy narratives. This person will work closely with Business Development, Contracts, Proposals, Product, Engineering, Communications, Legal, external advisors, and industry partners to ensure Infleqtion’s government affairs activities are aligned with business priorities and executed with urgency, integrity, and precision.

Responsibilities

Develop and maintain tracking systems for congressional, agency, appropriations, authorization, regulatory, and policy activity relevant to Infleqtion’s business priorities.

Monitor and analyze federal legislation, appropriations bills, NDAA activity, agency budgets, committee hearings, administration policy, regulatory developments, and emerging technology priorities; summarize implications and recommend next steps.

Support execution of congressional engagement plans, including outreach to Member offices, committee staff, delegation staff, agency officials, industry organizations, and other stakeholders.

Prepare high-quality briefing materials, one-pagers, leave-behinds, talking points, hearing summaries, policy memos, engagement plans, and follow-up materials for internal and external audiences.

Coordinate closely with Business Development, Capture, Proposals, Contracts, and technical teams to connect policy opportunities with customer needs, program objectives, funding pathways, and Infleqtion’s technology roadmap.

Support appropriations and authorization efforts, including draft requests, report language concepts, letters of support, stakeholder maps, delegation materials, and related engagement timelines.

Plan and coordinate congressional and agency meetings, Hill days, executive visits, facility tours, industry events, and stakeholder briefings.

Maintain a clear operating rhythm for government affairs priorities, including meeting notes, action items, contact records, engagement history, deadlines, and deliverables.

Support Infleqtion’s participation in industry associations, coalitions, working groups, and policy forums focused on quantum, defense, space, energy, science, technology, and innovation.

Help manage and coordinate outside consultants, advisors, and lobbyists to ensure consistent messaging, timely execution, and measurable progress.

Partner with Legal and Compliance to support adherence to applicable lobbying, ethics, gift, travel, campaign finance, procurement integrity, export control, and internal approval requirements.

Create high-impact written and visual materials, including executive briefings, policy memos, board updates, Hill decks, leave-behinds, testimony support, talking points, and strategic engagement plans.

 

Represent Infleqtion in external meetings as appropriate and help prepare executives and technical leaders for engagements with government stakeholders.

Requirements

  • Bachelor’s degree, preferably in engineering, science, public policy, international relations, or a related field.
  • 5+ years of relevant experience in government affairs, congressional affairs, public policy, federal advocacy, federal agency affairs, national security, defense, aerospace, emerging technology, or a related field.
  • Working knowledge of the federal budget, appropriations, authorization, and legislative processes, including the role of congressional committees, personal offices, executive agencies, and stakeholder coalitions.
  • Experience analyzing legislation, agency budgets, policy proposals, regulations, hearings, or federal funding opportunities and translating them into concise business-relevant recommendations.
  • Excellent writing, editing, proofreading, and briefing skills, with the ability to communicate technical concepts clearly to non-technical audiences.
  • Strong interpersonal skills and ability to build trusted relationships with internal teams, external partners, government stakeholders, and consultants.
  • Demonstrated ability to manage multiple priorities, deadlines, and workstreams in a fast-moving environment with limited supervision.
  • High attention to detail, strong judgment, discretion, and commitment to ethical conduct.
  • Ability to travel domestically as needed.
  • U.S. citizenship required due to anticipated engagement with U.S. government customers and potential access to controlled or classified information; ability to obtain and maintain a U.S. security clearance is required.
  • Willingness to register as a federal lobbyist if required by role responsibilities and applicable law.

Preferred Qualifications

  • Prior experience on Capitol Hill, in a federal agency, on a congressional committee, in a trade association, at a government affairs consulting firm, or in a corporate government affairs function.
  • Experience with appropriations, authorization, report language, programmatic funding, federal R&D funding, or technology transition programs.
  • Familiarity with quantum technology, defense technology, space systems, energy technology, AI/ML, cybersecurity, sensing, timing, RF systems, resilient PNT, or other critical and emerging technologies.
  • Existing relationships with congressional offices, relevant committees, federal agencies, national security stakeholders, industry coalitions, or state delegations.
  • Familiarity with FAR/DFARS, OTAs, SBIR/STTR, BAAs, CRADAs, APFIT, federal grants, or other government contracting and funding mechanisms.
  • Experience supporting executive-level briefings, board materials, congressional visits, facility tours, press events, or thought leadership activities.
