[What the role is]
The Learning Development/Learning Excellence (LD/LE) team at SSI supports continuing education and training for Singapore’s social service sector by developing professional capabilities, maintaining training quality and working with stakeholders to strengthen workforce readiness.As a Manager, you will translate sector capability needs and competency requirements into learner-centric solutions. You will apply adult learning principles, contribute to digital and AI-enabled approaches, support quality standards and work with partners to strengthen professional practice and learning outcomes.

What you will be working on
- Analyse capability needs and translate competency and practice requirements into learning outcomes, assessments and activities.
- Design and enhance curricula, learning pathways and capability interventions using adult learning principles and appropriate delivery approaches.
- Lead assigned course portfolios, projects or workstreams from planning through implementation and evaluation.
- Review learning data and stakeholder feedback to recommend improvements to programme relevance, quality and learning transfer.
- Pilot suitable digital and AI-enabled learning solutions in accordance with governance and quality requirements.
- Coordinate the engagement and deployment of Adult Educators for assigned programmes, and support quality reviews and professional development initiatives.
- Work with agencies, subject matter experts, Adult Educators and training partners to identify needs and co-develop capability solutions.
- Participate in relevant projects, committees and cross-sector initiatives, contributing SSI’s professional perspective and following through on agreed actions.

Skills Required
- Sector awareness, systems thinking and sound judgement, with the ability to analyse issues and escalate material concerns appropriately.
- Strong planning and delivery discipline, with the ability to coordinate concurrent workstreams and follow through reliably.
- A learner-centric and improvement-oriented mindset, grounded in adult learning, curriculum design and evaluation practice.
- Strong stakeholder engagement, communication and collaboration skills, with the ability to coordinate contributors and work effectively with Adult Educators and partners.
- Digital and AI literacy, with sound judgement in governance, quality and responsible use.
Experience
- Three to five years of relevant experience in learning and capability development, curriculum or instructional design, adult learning or related fields.
- Demonstrated ability to lead assigned projects or workstreams, coordinate cross-functional contributors and engage diverse stakeholders; formal supervisory experience is not required.
- ACLP, DDDLP or equivalent experience are preferred; experience in digital learning, project management, evaluation or AI-related fields are advantageous.
