DEPARTMENT SUMMARY: The Facilities team provides a safe, comfortable healing environment for our patients, visitors and caregivers by ensuring facilities and critical building infrastructure across all St. Charles Health System hospitals and associated locations are maintained in safe, reliable, and peak operational condition.

POSITION OVERVIEW: The Northern Campus Facilities Manager oversees building operations for the Facilities Department in SCHS Northern Campus locations and fosters a professional, supportive, accountable, customer-focused, and safety-oriented work environment. The position serves as a key resource for caregivers and other departments and provides leadership to Facilities Services caregivers to ensure the safety, comfort, and well-being of patients, caregivers, and guests. The role also oversees stewardship activities for hospital facilities, building systems, and ambulatory clinics throughout the Northern Campus region in accordance with ownership and lease agreements.

This position directly manages caregivers in the Facilities Department.

ESSENTIAL FUNCTIONS AND DUTIES:

Manages work order, preventive maintenance, and corrective maintenance programs across the Redmond, Madras, and Prineville hospitals and associated Northern Campus locations, ensuring consistent performance and completion standards.

Provides continuing safety, education, and communications within the department.

Functions as a member of the Safety and Disaster committees.

Manages larger department initiatives and provides leadership to the hospital’s Facilities caregivers to ensure an uninterrupted, efficient and safe, generation and delivery of all utilities to the hospital community.

Ensures facilities operations across the Northern Campuses comply with applicable state and federal operational, environmental, and safety requirements, CMS, state and local Fire Marshall, The Joint Commission standards, and other applicable accreditation and regulatory requirements.

Serves as the primary Facilities point of escalation for Redmond, Madras, and Prineville and support day-to-day preventive and corrective maintenance, building operations, utilities, Facilities training, and other assigned operational programs.

Reviews and provides input to the System Director of Facilities concerning changes to utility, Life Safety, security plans and procedures, and equipment operation and management procedures.

Manages fuel supplies/deliveries with respective suppliers, i.e., natural gas and #2 fuel oil. Ensures natural gas nominations and usage balance to avoid penalties.

Manages the purchase of materials, equipment, and services used in the operation of the facility’s mechanical, electrical, and utilities systems.

Assists with energy management functions, long-range planning, and asset management for facility and utility needs.

Participates in the organization’s various committees and teams as assigned.     

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

Hires, directs, coaches and monitors the performance of all direct reports, to develop and maintain a high performing team that meets organizational and department goals.

Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and oversees team’s delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

Collaborates with the System Director, Bend Facilities Manager, and Northern Campus teams to implement consistent Facilities standards, share resources and expertise, and identify opportunities for systemwide improvement.

EDUCATION:                

Required: High school diploma or GED. 

Preferred: Bachelor’s degree in related field.

LICENSURE/CERTIFICATION/REGISTRATION:

Required: N/A 

Preferred: CHFM Certification (Certified Healthcare Facilities Manager).

EXPERIENCE:

Required: Five (5) years of experience in facilities plant operations, trades, and/or construction. Minimum one (1) year of prior leadership experience.

Preferred: Five (5) years of experience managing maintenance in a hospital setting.

PERSONAL PROTECTIVE EQUIPMENT:

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

Demonstrated ability and experience in computer applications, use of electronic medical record keeping systems and MS Office.

PHYSICAL REQUIREMENTS:

Continually (75% or more): Use of clear and audible speaking voice and the ability to hear normal speech level.

Frequently (50%): Sitting, standing, walking, lifting 1-10 pounds, keyboard operation, operation of motor vehicle.

Occasionally (25%): Bending, climbing stairs, reaching overhead, carrying/pushing or pulling 1-10 pounds, grasping/squeezing.

Rarely (10%):  Stooping/kneeling/crouching, lifting, carrying, pushing or pulling 11-25 pounds,

Never (0%):  Climbing ladder/stepstool, lifting/carrying/pushing or pulling 25-50 pounds, ability to hear whispered speech level.
