You will manage and coordinate estate and facilities management operations in HPB’s existing premises, and assist in administering tenders for an ongoing workplace relocation project. Reporting to the Deputy Director (Estates and Facilities Management), you will work closely with internal stakeholders, consultants and contractors to meet operational, budget and schedule requirements.
[What you will be working on]
Estate and facilities management operations
- Day-to-day estate and facilities management of HPB’s existing premises, ensuring safe, reliable and efficient operations.
- Manage the performance of Integrated Facilities Management (IFM) and term contractors, enforce contractual obligations and compliance to the government Instruction Manuals, and drive timely resolution of service issues and performance gaps.
Workplace relocation project
- Prepare, evaluate, and award tenders and quotations for workplace fit-out, loose furniture AV and security systems, and moving services. Works will be done at two different locations.
- Coordinate with consultants, contractors, and suppliers to ensure operational readiness and handover of both locations. You will resolve day-to-day technical and operational issues, and escalate matters where necessary to keep projects on schedule.
- Maintain complete and accurate procurement and project records, including schedules, budgets, risk registers, progress reports and management updates.
Other operational duties
- Support HPB’s sustainability initiatives
- Manage any other projects and initiatives needed to support the Administration department
[What we are looking for]
- Degree or Diploma in Engineering, Building Services, Facilities Management, Estate Management, Quantity Surveying, Construction Management or a related technical discipline.
- At least 3 years of relevant experience, preferably in facilities management, government procurement, office renovation or relocation projects.
- Hands-on experience in Singapore Government procurement, including preparing and evaluating tenders and quotations, managing approval processes, applying financial procedures and administering contracts would be advantageous
- Good working knowledge of PSSCOC and the ability to apply relevant provisions in public-sector construction, renovation or fitting-out projects, with guidance where required.
- Demonstrated experience delivering office renovation, fitting-out, reinstatement, relocation or workplace-transformation projects;
- Proven ability to manage multiple tenders and project workstreams concurrently, prioritise effectively and deliver accurate work under tight deadlines.
- Self-motivated, resourceful and results-oriented, with the ability to work independently and with minimal supervision.
- Strong analytical, project-management, communication and stakeholder-management skills, with the ability to work effectively across all levels of the organisation.
- Proficient in Microsoft Word, Excel and PowerPoint; familiarity with project scheduling and document-control tools would be advantageous.
Successful candidates will be offered a 2-year contract.
