Role Responsibilities

The Financial Intelligence Unit (FIU) plays a critical role in supporting Western Union's efforts to identify, investigate, and mitigate financial crime risks globally. As Manager, Law Enforcement and External Partnerships, you will drive efforts that strengthen collaboration with law enforcement agencies, intelligence partners, regulatory authorities, and industry organizations. You will serve as a key liaison between the FIU and external stakeholders while partnering across Compliance, Legal, Operations, Technology, and Investigations to support financial crime prevention, information sharing, and regulatory compliance.

  • Develop and maintain effective partnerships with law enforcement agencies, regulators, intelligence organizations, industry groups, and others to support financial crime prevention and investigative efforts.
  • Serve as a primary point of contact for designated external partners and represent the FIU in information-sharing initiatives, operational meetings, and collaborative investigations.
  • Oversee and conduct subpoena, legal request, and information disclosure processes, ensuring activities are completed in accordance with legal, regulatory, privacy, and corporate governance requirements.
  • Monitor emerging financial crime trends, typologies, and threats, including money laundering, terrorist financing, fraud, human trafficking, and other illicit activities; leveraging relationships to support the FIU Threat Intelligence Collection Program and provide risk-based recommendations to leadership.
  • Direct and support strategic intelligence initiatives, audit remediation activities, and support investigative reviews by managing priorities, timelines, resources, and deliverables.
  • Partner with Compliance, Legal, Operations, Investigations, Product, and Technology teams to identify and escalate financial crime risks, and implement effective mitigation strategies.
  • Support regulatory examinations, audits, and internal reviews through the preparation of documentation, reporting, analysis, and subject matter expertise.
  • Evaluate and enhance operational processes, reporting capabilities, investigative workflows, and information-sharing practices to improve effectiveness and efficiency.
  • Prepare management reporting and provide insights on program performance, operational metrics, emerging risks, and key initiatives.
  • Provide guidance, coaching, and subject matter expertise to team members involved in law enforcement engagement, intelligence and investigation activities, and subpoena operations.
  • Support the development and implementation of policies, procedures, and controls designed to strengthen the organization's AML compliance framework and financial crime risk management program.

 

Role Requirements

 

Basic Qualifications:

  • Bachelor's degree.
  • 5+ years in a Law Enforcement, Intelligence, regulatory authority or other intelligence and investigation sectors, engaged in financial crime investigations or intelligence development, OR 5+ years of experience in AML compliance, financial crime investigations, FIU operations, regulatory compliance, law enforcement engagement, or a related financial crime discipline.
  • 3+ years of experience supporting anti-money laundering, Bank Secrecy Act, counter-terrorist financing, compliance, risk management, or financial crime programs.
  • Experience managing or overseeing subpoena processes, legal requests, investigative support activities, intelligence-sharing programs, or related operational processes in a regulated environment or as law enforcement.
  • Experience working within or with financial services, payments, banking, fintech, regulatory agencies, law enforcement organizations, or similar regulated industries.
  • Knowledge of AML, Bank Secrecy Act, and counter-terrorist financing regulations and related financial crime compliance requirements, including data sharing provisions.
  • Experience collaborating with cross-functional stakeholders, including Compliance, Legal, Risk, Operations, Investigations, or regulatory partners.
  • Proficiency with Microsoft Office applications and business reporting tools.

Preferred Qualifications:

  • 3+ years of people leadership, supervisory, team lead, or program management experience.
  • Experience building and managing relationships with law enforcement agencies, regulatory authorities, intelligence organizations, or industry groups.
  • Experience supporting regulatory examinations, audits, remediation initiatives, or compliance reviews.
  • Experience leading strategic intelligence projects, investigative programs, or large-scale risk assessments.
  • Knowledge of global AML regulations, information-sharing frameworks, and financial crime typologies.
  • Experience within payment services, money movement, banking, fintech, or consumer financial services organizations.
  • Professional certification such as CAMS (Certified Anti-Money Laundering Specialist), CFE (Certified Fraud Examiner), or a related compliance certification.
  • Experience leveraging data analytics, reporting tools, automation, or emerging technologies to enhance investigative effectiveness and financial crime risk management.

Salary

The base salary range is $117,000 – $125,000 USD per year. Total on-target compensation includes a base salary and short-term incentives that align with individual and company performance. Actual salaries will vary based on candidates’ qualifications, skills, and competencies.
