Our client, a leading regulated financial institution and virtual asset service provider operating in Luxembourg, is seeking a highly skilled and adaptable IT Administrator & ICT Outsourcing Officer to join its dynamic team.
Reporting directly to the Authorised Manager, this role is critical to supporting day-to-day IT operations while executing first-line ICT outsourcing and third-party management activities within a strictly regulated financial environment. The position balances hands-on technical support and system maintenance with crucial operational resilience and governance responsibilities, collaborating closely with global technical teams, internal control functions, and external service providers.
Key Responsibilities:
- Internal IT & User Support: Deliver daily IT support to local employees covering hardware, software, networking, access controls, and endpoint troubleshooting.
- Identity & Asset Governance: Manage employee onboarding and offboarding workflows, user account creation, permissions, hardware allocation, and IT asset inventory.
- System Administration: Assist in administering Microsoft 365, Azure AD, VPNs, Virtual Desktop Infrastructures (VDI), local networks, and associated enterprise tools.
- Operational Maintenance & Resilience: Monitor local infrastructure, maintain reliable backup systems, support Business Continuity and Disaster Recovery (BC/DR) testing, and track remediation actions to completion.
- ICT Third-Party & Regulatory Governance: Perform operational activities under DORA and ICT governance frameworks, including vendor due diligence, third-party risk assessments, exit plan execution, and maintaining operational data for the DORA Register of Information.
- Compliance & Audit Support: Coordinate with Risk, Information Security, and audit teams to compile regulatory evidence, implement standard IT policies, and support penetration testing follow-ups.
Requirements
- Technical Expertise: Proven background in IT support, systems administration, and end-user environment management (Microsoft 365, Windows enterprise environments, Azure, VPN/VDI).
- Regulatory & Governance Knowledge: Solid understanding of DORA regulations and ICT third-party risk management frameworks within financial services.
- Vendor & Risk Management: Prior experience conducting vendor due diligence, risk assessments, BC/DR testing, or audit preparation is strongly preferred.
- Communication & Coordination: Exceptional organizational skills and the ability to coordinate effectively between regional operations, international parent/group IT departments, and third-party vendors.
- Languages: Fluency in English (spoken and written) is mandatory. Proficiency in Japanese or other European languages is an advantage.
- Eligibility & Vetting: Must possess valid authorization to work on-site in Luxembourg. A clean criminal record check (Extrait de Casier Judicial n°3) will be required prior to engagement.
