Job Purpose
The Investment & Portfolio Manager runs the enterprise portfolio governance and planning cycle for DPTF. The role operates the prioritisation framework set by the Director, Planning & Performance. It structures incoming demand, checks that business cases are complete and evidenced, applying investment-appraisal discipline before they reach a funding decision, facilitates the forums in which platform and domain leads prioritise and commit, and provides transparency of demand, investment and roadmap across the function.
The enterprise portfolio is assembled from the domain portfolios, so the federated Domain Portfolio Managers are the role's primary working relationship. It aggregates their portfolios into a single enterprise view and aligns their planning cycles and standards to it. Prioritisation decisions rest with platform and product domain leadership. This role ensures the process is followed, the inputs are complete, the alternatives are comparable and the decisions are recorded and acted on.
Key Responsibilities
• Operate the enterprise portfolio governance process for DPTF, running the intake, assessment and approval route through which technology demand enters the portfolio.
• Coordinate and facilitate the quarterly planning cycle, working through the federated Domain Portfolio Managers so that domain planning feeds the enterprise cycle to a common timetable, and ensuring platform and domain leads arrive with the information needed to prioritise.
• Structure and analyse incoming demand against the agreed prioritisation criteria of value, risk, capacity, strategic fit and OKR alignment, presenting it in a form that supports comparison.
• Run business case governance, checking that proposals carry credible scope, cost profiles, delivery estimates and benefit profiles before they reach a funding decision.
• Collect the inputs required for prioritisation from business stakeholders and platform and domain leadership, following up on gaps and challenging quality against the agreed standard.
• Facilitate portfolio governance forums and steering cadences, ensuring decisions, owners and follow-up actions are documented and closed out to deadline.
• Maintain the integrated portfolio roadmap across products, platforms and programmes, working with the federated Domain Portfolio Managers to surface and resolve cross-domain dependencies and to flag where changes in demand or capacity require re-prioritisation.
• Provide portfolio transparency and reporting on demand, investment commitment, delivery progress and dependency risk to the Director, Planning & Performance and to DPTF leadership.
• Act as the central point of liaison for the federated Domain Portfolio Managers, aggregating the domain portfolios into the enterprise view, translating central standards into what each domain applies, and ensuring portfolio data is complete, consistent and comparable across domains.
• Maintain the portfolio RAID position, escalating the risks, issues and decisions that need resolution above domain level.
• Use AI and analytics tooling to accelerate demand analysis, capacity forecasting and portfolio reporting, reducing manual effort in portfolio administration.
• Contribute to continuous improvement of portfolio practice, including intake standards, prioritisation criteria, tooling adoption and data quality expectations.
Experience Required
• Typically 6-8 years in portfolio management, programme or project leadership, or investment planning roles within technology or digital functions.
• Experience running portfolio intake, demand structuring and prioritisation cycles in a large organisation.
• Experience assessing business cases, including scope, cost profiles, delivery estimates and benefit profiles.
• Proven ability to facilitate governance forums with senior stakeholders and to hold decisions and actions to closure.
• Experience maintaining an integrated portfolio roadmap and managing cross-domain dependencies.
• Experience operating within a federated model, aggregating distributed portfolios into an enterprise view and applying central standards across teams outside direct control.
• Familiarity with portfolio tooling and with AI-enabled analytics applied to forecasting and reporting.
Skills/Background
• Strong analytical skills, able to structure and compare complex demand, cost and capacity information.
• Excellent facilitation and communication skills, able to run governance forums with senior stakeholders.
• Well organised and detail-oriented, able to manage concurrent planning and governance cycles to deadline.
• Ability to challenge assumptions and incomplete inputs constructively and without formal authority.
• Collaborative approach, able to work across federated portfolio teams to a common standard.
