ESR Europe is seeking an experienced and commercially minded Head of Health & Safety to lead and continuously develop the health and safety function across the business. You will act as the organisation’s principal health and safety advisor, setting strategic objectives, ensuring compliance with legislative requirements, and providing assurance that effective health and safety management systems are in place across both corporate operations and a diverse commercial property portfolio.
This is a varied role that combines strategic leadership with hands-on delivery. You will work closely with Asset Managers, Property Managers and Facilities Managers to manage risk, drive continuous improvement, oversee audits and incident management, and foster a positive safety culture throughout the organisation. The role also has a European remit, supporting ESR's offices across the region and coordinating specialist local expertise where required to ensure consistent standards while meeting local regulatory requirements
Requirements
Strategy, Objectives and Continuous Improvement
• Set out ESR Europe’s operational health and safety objectives and ensure their achievement across the business.
• Ensure the adequate management of all health and safety objectives, with clear ownership, timescales and measures of success.
• Demonstrate continuous improvement of the health and safety strategy, evidencing progress year on year.
• Identify and source additional specialist health and safety assistance where this is necessary to meet the objectives.
Policy, Procedures and Documentation
• Implement the procedures and specific duties defined within the health and safety policy.
• Establish co-operation with the Directors, Asset Managers, Property Managers and Facilities Managers, and implement operational procedures which secure the objectives set out in the health and safety policy statement.
• Maintain the company’s health and safety documentation, including the Health and Safety Policy Statement, the Health and Safety Responsibility Chart and the Fire and Accident Reporting Procedures.
• Manage and maintain health and safety policy and working procedures so that documented practice and actual practice remain aligned.
Audit and Assurance
• Audit the overall health and safety policy and the working procedures that sit beneath it, providing assurance that the business is doing what it says it does.
• Collate non-conformance and health and safety incident data and use it to target audit and improvement activity.
• Report to the Directors on the performance of the health and safety management system, together with recommendations for improvement.
Incident Management and Statutory Reporting
• Administer the accident investigation and reporting procedure, ensuring investigations are timely, proportionate and properly closed out.
• Submit reports as required by local legislation, including the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) in the UK.
• Track trends and root causes across incidents and near misses and drive the corrective and preventive actions arising from them.
Legislation, Advice and External Liaison
• Advise the Directors and the Senior Management Team of policy, procedural and legislative changes.
• Identify the implications of changes in legislation or guidance and implement the required changes across the business.
• Liaise with the relevant local health and safety organisations (for example the Health and Safety Executive in the UK), the company’s insurers and other external bodies.
• Provide, and support the provision of, all necessary health and safety information to all stakeholders, including clients, occupiers, colleagues and contractors.
Training and Capability
• Identify and source health and safety training needs across the business.
• Upskill existing staff members in health and safety, building competence and confidence within the property and facilities management teams.
Third Party Managing Agents and Supply Chain
• Ensure that third party managing agents are maintaining compliance and managing risk appropriately.
• Ensure that health and safety responsibility is appropriately delegated and properly discharged, with clear evidence held on file.
European Remit
• Deal directly with ESR’s European offices on health and safety matters or assist those offices and outsource appropriately to competent local specialists where jurisdiction-specific expertise is required.
• Ensure that arrangements across European locations remain consistent with ESR Europe’s policy and objectives while meeting local statutory requirements.
