Job Description

The Regulatory Policy team is responsible for regulatory interpretation, advocacy, and advises senior management on how regulatory developments may impact the firm. The team also evaluates the impact of existing and potential regulation on specific business activity, supports implementation of certain regulations, and advises business leaders on the regulatory implications of transaction structuring. The team’s primary functions include rule interpretation, transaction advisory, preparation of management reporting materials, capital planning, advising internal stakeholders, advocacy with external stakeholders and competitor analysis.

Job Summary

The candidate will support the monitoring, analysis, interpretation, and communication of domestic regulatory developments, with a particular focus on regulatory capital and liquidity rulemakings. The role will involve evaluating the impact of regulatory changes on transactions, new products, business initiatives, and broader enterprise activities. The candidate will partner with corporate functions, business lines, risk, finance, and other stakeholders to assess regulatory implications and support consistent interpretation of applicable rules.

Additional responsibilities include supporting capital optimization initiatives, implementation of new regulatory requirements, analysis of industry developments, and ongoing monitoring of peer practices and regulatory trends.

Key Responsibilities

  • Monitor and summarize proposed and final regulatory capital and liquidity rule changes and assist in assessing their impact on the organization.

  • Support the preparation of presentations, memoranda, and educational materials to communicate regulatory developments to management, business lines, risk, finance, and other stakeholders.

  • Partner with second-line and other review functions to support a well-controlled regulatory interpretation and governance process.

  • Evaluate the capital implications of transactions, new products, and business initiatives under current and proposed regulatory frameworks.

  • Provide regulatory capital guidance and support to business partners regarding the treatment of products, transactions, and strategic initiatives.

  • Support projects related to the implementation of regulatory rule changes, including documenting requirements and assisting with execution activities.

  • Conduct research on industry practices, peer disclosures, and regulatory developments to support policy positions and impact assessments.

  • Assist with change management processes related to regulatory capital and liquidity reporting and disclosure requirements.

  • Support responses to regulatory inquiries, examinations, continuous monitoring activities, and internal governance reviews.

  • Assist broader Treasury functions, including capital management, liquidity risk management, recovery and resolution planning, and regulatory change initiatives, as needed.

Basic Qualifications

  • Bachelor's degree, or equivalent work experience

  • Eight or more years of related experience

Preferred Qualifications

  • Working knowledge of U.S. banking regulations, regulatory capital frameworks, liquidity requirements, and supervisory expectations applicable to large financial institutions.

  • Experience analyzing and interpreting regulatory guidance, supervisory communications, or policy requirements.

  • Experience supporting assessments of the capital or liquidity implications of products, transactions, or business initiatives.

  • Strong analytical and research skills with the ability to evaluate technical regulatory materials and identify key business impacts.

  • Strong attention to detail, organizational skills, and ability to manage multiple priorities in a dynamic environment.

  • Effective written and verbal communication skills with the ability to present technical concepts to diverse audiences.

  • Demonstrated risk management mindset and strong focus on maintaining effective controls.

  • Ability to collaborate across business, risk, finance, legal, compliance, and audit functions.

  • Experience working in regulatory capital policy, treasury, finance, risk management, regulatory reporting, public accounting, or bank supervision.

  • Familiarity with Basel III capital rules, liquidity regulations, stress testing, and related U.S. banking requirements.

  • Progress toward, or attainment of, a professional designation such as CFA, CPA, FRM, or equivalent.

  • Experience supporting regulatory change implementation or policy interpretation initiatives.

  • Strong presentation and business writing skills.

  • Ability to identify issues, develop recommendations, and influence outcomes through collaboration.

  • Demonstrated ability to manage multiple projects and deadlines simultaneously.

  • Understanding of internal controls, risk management principles, and governance processes within large financial institutions

Location Expectations:

This role requires working from a U.S. Bank location three (3) or more days per week.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $133,365.00 - $156,900.00
