ABOUT THE ROLE
JLL Work Dynamics is looking for an Engineer cum Project Lead covering Capital Tower, AfroAsia Building and Asia Green in Singapore. The role is client based, with support to other portfolio sites as required. It reports to the Engineering Lead – Portfolio and supervises technicians, M&E tradesmen and subcontractors on site and on project works. The role starts ahead of contract go-live in January 2027 to support mobilisation.

The Engineer cum Project Lead has two jobs. The first is the day-to-day operation, maintenance and reliability of M&E systems at the assigned site. The second is leading minor capital, improvement and fit-out projects across the client portfolio from scoping through to handover. You will make sure maintenance is delivered on time, safely and to standard, that critical systems stay available, and that projects are delivered on time, within budget and with minimal disruption to occupants. You will work closely with client occupants and the workplace team, the JLL helpdesk and account team, building management (MCST / landlord), OEMs, consultants and specialist subcontractors.

KEY RESPONSIBILITIES
1. Mobilisation Support
1.1 Take part in joint site surveys, condition assessments and asset verification during transition.
1.2 Help build the tagged asset register, record nameplate data and criticality, and flag defects found.
1.3 Collect and file as-built drawings, O&M manuals, certificates and test records for assigned systems.
1.4 Review and update existing as-built drawings in AutoCAD where they do not match site conditions.
1.5 Check that assets and PPM schedules are loaded correctly into ServiceNow before go-live.

2. Project Leadership
2.1 Lead minor capital, improvement, replacement and fit-out projects from initial request through scoping, design, approval, execution, testing and handover.
2.2 Carry out site surveys and prepare scopes of work, technical specifications, bills of quantities and cost estimates.
2.3 Prepare and update drawings in AutoCAD, including M&E layouts, single-line diagrams, schematics, equipment layouts and as-built drawings.
2.4 Obtain and evaluate quotations, prepare tender comparisons and recommendation papers for approval in line with JLL procurement policy.
2.5 Develop project schedules, method statements, risk assessments and MOPs, and coordinate works with occupants, building management and the client to minimise disruption.
2.6 Manage project contractors on site, including safety, quality, progress and variations.
2.7 Track project budgets, commitments and actuals, and flag cost or schedule risks early.
2.8 Lead testing and commissioning, defect inspections and handover, including as-built drawings, O&M manuals, warranties and certificates.
2.9 Provide regular project progress updates to the Engineering Lead and client, and update asset records in ServiceNow on completion.

3. Planned Maintenance
3.1 Execute the site's 52-week PPM schedule on time, following checklists, OEM guidance and Singapore Standards / Codes of Practice.
3.2 Carry out maintenance with the in-house team wherever possible and request vendor support only with a clear reason.
3.3 Schedule, escort and supervise specialist vendors (lifts, fire, BMS, chillers, generators, UPS) and verify work is complete.
3.4 Check every service report for completeness and accuracy, and follow up on defects and recommendations.

4. Corrective and Reactive Maintenance
4.1 Respond to breakdowns and work requests within SLA, and diagnose, repair or make safe.
4.2 Investigate recurring faults and propose permanent fixes rather than repeat repairs.
4.3 Scope repair works, obtain quotations and prepare recommendation notes for approval.
4.4 Keep disruption to occupants to a minimum and update requesters on progress and completion.

5. Systems Operation and Monitoring
5.1 Conduct daily plant room and critical area inspections, record readings and log abnormalities.
5.2 Cover ACMV (chillers, cooling towers, AHUs, FCUs, precision cooling), electrical (switchboards, generators, UPS, lighting), fire protection, BMS, plumbing and sanitary, and the lifts and escalators interface.
5.3 Monitor BMS alarms and trends, respond to alarms and report nuisance alarms for correction.
5.4 Use tools such as thermal imaging, power meters and BMS trend logs to spot problems early.

6. Critical Systems and Emergency Response
6.1 Support the resilience of systems serving trading floors and server / comms rooms.
6.2 Prepare method statements, risk assessments and MOPs for work on live or critical systems, and follow approved change control.
6.3 Act as first responder for power failures, water leaks, fire alarms and system trips, and escalate promptly to the Engineering Lead.
6.4 Draft incident reports with timeline, root cause and corrective actions within agreed timelines.
6.5 Support planned shutdowns, generator load tests and emergency drills.

7. Safety and Compliance

7.1 Enforce Permit-to-Work, LOTO, working-at-height, confined space and hot works controls for staff and contractors.
7.2 Verify contractor risk assessments, competency and PPE before works start.
7.3 Support on-time completion of statutory inspections and renewals, including fire certificate, lift Permit to Operate, cooling tower and water tank requirements, and electrical inspections with the LEW.
7.4 Make sure project works obtain the required authority approvals and submissions before they start.
7.5 Report all incidents, near misses and unsafe conditions, and take part in HSSE walks and toolbox talks.

8. Records, CMMS and Reporting
8.1 Raise, update and close all work in ServiceNow with complete asset, labour, material and completion data.
8.2 Submit daily reports covering works completed, open issues and follow-ups.
8.3 Provide data and photos for the monthly engineering report, including PPM status, work orders, defects, project status and value-add items.
8.4 Maintain an up-to-date drawing register and keep service reports, checklists, permits, certificates and project files organised and audit-ready.

9. Energy and Improvement
9.1 Record meter readings and flag unusual energy or water consumption.
9.2 Suggest and develop practical improvement projects for setpoints, schedules, equipment or processes that save energy or cost.

10. Team Supervision

10.1 Assign and check technicians' daily work, and ensure quality and safe work practices.
10.2 Coach technicians on systems, procedures, CMMS use and reading drawings.
10.3 Track spare parts and consumables and raise requests before stock runs out.

KEY PERFORMANCE INDICATORS
Performance will be measured on PPM compliance for the assigned site (100%), reactive work orders responded to and rectified within SLA (95% or above), projects delivered on schedule and within approved budget, project handover documents and as-built drawings submitted on completion (100%), a downward trend in repeat faults on the same asset within 30 days, zero Lost Time Injuries or safety breaches, CMMS data quality (98% or above), 100% of vendor service reports checked and defects followed up, 100% on-time daily reporting, and a positive trend in client and occupant feedback. Targets will be aligned with the final client contract KPIs and SLA schedule.

QUALIFICATIONS AND EXPERIENCE

You are courteous and responsive and keep occupants informed. You keep accurate records, drawings, service reports and clean CMMS data.
