PRIMARY FUNCTION
The Unexploded Ordnance (UXO) Technician will provide technical support and set standards for UXO personnel conducting ordnance response projects, perform reconnaissance, classification, disposing, transporting, and storage of UXO complying with Federal, state, and local laws, will perform risk-hazard analysis and maintenance and operator checks on all team equipment., and will plan and supervise range clearance operations.

ESSENTIAL FUNCTIONS

• In this capacity, the technician will perform the following: reconnaissance and classification of UXO; identification of U.S. and foreign guided missiles, bombs and bomb fuses, projectiles and projectile fuses, grenades and grenade fuses, rockets and rocket fuses, land mines and associated components, pyrotechnic items, military explosives and demolition materials.

• This technician will locate subsurface UXO using military and/or civilian magnetometers, perform excavation procedures on buried UXO by manual and mechanical means, and perform operator maintenance of military and/or civilian magnetometers.

• This incumbent will also locate surface UXO using visual means, operate motor vehicle transporting UXO, prepare an on-site safe holding area for UXO, perform storage of UXO and demolition materials and prepare an UXO disposal site; prepare non-electric firing system for an UXO disposal operation, electric firing system for an UXO disposal operation, and a detonating cord firing system.

• The technician will dispose of UXO/explosives by burning and/or detonation, operate a personnel decontamination station, and wear appropriate personal protective equipment in contaminated areas.

• This worker will inspect salvage UXO-related material, erect UXO-related protective works, determine a magnetic azimuth using a lensatic compass, perform field expedient identification procedures to ID explosive-contaminated soil, perform emergency leak seal and packaging of chemical warfare material, and use radiographic (x-ray) equipment.

• This technician will perform necessary demilitarization actions/activities required by the DoD (4160.21 Vol. 1-4, 4160.28 Vol. 1-3, etc.) and target debris processing to safely ship processed material to recycler or landfill during range residue removal operations.

SUPERVISORY RESPONSIBILITIES:
This position will have no direct reports.

KNOWLEDGE, SKILLS, & ABILITIES:

• Must be able and prepared to regularly walk long distances, lift at least 50lbs, and stand for long periods of time outside in potentially extreme weather conditions (high heat, sub-freezing, wind, rain, etc.).

• Must be able to communicate effectively, confidently and effectively understand and execute directions, and comprehend written instructions and pertinent written information.

• Must be able to pass a biannual OSHA physical to receive a physician’s work release.

• Must be willing to learn new skills and be flexible to performing new job duties.

• Must have a proficient ability to identify military munitions (e.g., family, group, type) and the specific safety precautions associated with them with accuracy and confidence.

• Must be aware of shortcomings in personal knowledge and be willing to seek assistance when necessary to ensure safety when performing MEC-related activities.

• Must be able to understand and implement explosives safety precautions as they apply to MEC-related activities.

• Must have experience with range residue removal, munitions response actions, range clearance activities and/or other MEC-related activities.

QUALIFICATIONS:

• Graduate of a military EOD School of the United States, Canada, Great Britain, Germany, or Australia. *OR* Graduate of a DDESB recognized UXO-TI Course, as outlined in DDESB TP-18. Military EOD graduates with a minimum of 0 years’ MEC-related experience and 1.5 years’ EOD experience may immediately fill position as UXO Technician II after leaving Active Duty, unless the candidate was not discharged under honorable conditions, those terminated for gross negligence in the performance of assigned duties, or those terminated for a flagrant violation of EOD safety procedure or regulation. Candidates who completed UXO-TI Course must have minimum of 3 years’ MEC-related experience to fill position as UXO Technician II.

• Graduate of an OSHA compliant (Section 1910.120 of Title 29, CFR) 40-hour HAZWOPER course. This certification is to be maintained annually with an OSHA compliant 8 Hour HAZWOPER refresher.

• Biannual physician’s work release document produced by undergoing an OSHA physical exam.

• On the job training including, but not limited to, familiarity with the process, procedures, and equipment (e.g., geophysical) used for conducting MEC-related activities. 

• Must have a Commercial Drivers License; HAZMAT endorsement a plus.

• Experience operating heavy equipment to include but not limited loader, excavator, skid steer, and similar a plus.

• Knowledge and operational experience of oxyacetylene torch, welding, cutting, etc a plus.

• Mechanical knowledge of heavy equipment, fabrication, etc a plus.

• Able to operate/work in austere environments required.
