Bucks County Community College seeks a highly analytical, entrepreneurial, and operationally focused professional to serve as the Director of Operations for the Division of Workforce & Strategic Partnerships. Reporting directly to the Vice President of Workforce & Strategic Partnerships, this position serves as the division's senior operational leader responsible for improving operational effectiveness and advancing business performance through financial analysis, operational execution, utilization strategies, and performance management in support of priorities established by the Vice President.

The Director of Operations is responsible for the day-to-day operational leadership of the division and directly supervises the Associate Vice President of Workforce Development, the Executive Director of Community Education & Professional Certification, and the Executive Director of Corporate College & Customized Training. Through these leaders, the position ensures consistent execution of divisional priorities, operational accountability, and achievement of financial, enrollment, and performance objectives.

This position strengthens divisional performance through data-informed decision-making, business modeling, operational coordination, and continuous improvement. The Director supports revenue-generating programs through operational execution, financial analysis, and performance optimization while helping ensure the long-term financial sustainability of workforce, public safety, and community education programming.

ESSENTIAL FUNCTIONS

Business Performance

  • Support divisional revenue generating programs through operational execution, business analysis, and implementation of priorities established by divisional leadership.

  • Conduct market, enrollment, utilization, and operational analyses to identify opportunities to improve program performance, increase efficiency, and expand high-demand offerings.

  • Support implementation and operational optimization of divisional initiatives, programs, and revenue-generating activities through scheduling, utilization, pricing analysis, and performance monitoring.

  • Develop business cases, pricing analyses, and financial models to evaluate program feasibility, operational sustainability, and scalability.

  • Identify opportunities to maximize utilization of divisional facilities, classrooms, labs, and training centers, including evening, weekend, and year-round programming.

  • Evaluate program performance and recommend operational improvements to strengthen enrollment, resource utilization, earned revenue, and long-term sustainability.

Financial Strategy & Analytics

  • Lead financial and operational analyses to support divisional decision-making, resource allocation, and performance improvement.

  • Work with the Executive Director, Business Management to provide program-level financial and operational analyses, including cohort economics, program-level P&L analysis, cost-per-student and cost-per-completer analysis, revenue and margin performance, break-even modeling, enrollment forecasting, and scenario planning.

  • Develop multi-year financial projections and operational business models to support divisional planning.

  • Monitor divisional financial performance and provide recommendations to improve efficiency, sustainability, and operational outcomes.

  • Partner with the Finance Office to support budget development, forecasting, expense monitoring, financial reporting, and divisional planning.

  • Prepare executive-level reports, dashboards, and analyses for senior leadership, Cabinet discussions, Board reporting, and institutional planning efforts.

  • Provide financial and operational analysis to support workforce grants, funding proposals, and divisional investments.

Division Operations & Leadership

  • Provide direct leadership and supervision for the Community Education & Professional Certification, Workforce Development, and Corporate College & Customized Training units through the direct management of the Associate Vice President and Executive Directors responsible for these areas.

  • Translate the strategic direction established by the Vice President into operational plans and ensure consistent execution, accountability, and achievement of divisional goals.

  • Develop, streamline, document, and continuously improve operational systems, business processes, and cross-functional workflows to increase efficiency, accountability, responsiveness, and scalability across the division.

  • Direct operational planning for divisional facilities and training sites, including classroom and laboratory utilization, scheduling optimization, resource allocation, and space management.

  • Directly supervise the Associate Vice President of Workforce Development, the Executive Director of Community Education & Professional Certification, the Executive Director of Corporate College & Customized Training, and assigned operational and administrative personnel; establish performance expectations and foster a culture of accountability, continuous improvement, innovation, collaboration, and service excellence.

  • Monitor operational performance across all functional areas and work with divisional leaders to improve enrollment, revenue, customer service, operational effectiveness, and resource utilization.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in business administration, finance, public administration, workforce development, higher education administration, organizational leadership, or a related field.

  • Five (5) years of progressively responsible experience in operations, business performance, financial analysis, strategic implementation, or organizational leadership.

  • Demonstrated experience leading senior leaders and managing multi-unit operations.

  • Demonstrated experience supporting revenue-generating operations, financial modeling, program performance improvement, or business operations.

  • Strong analytical and financial skills with experience interpreting data to drive operational and business decisions.

  • Demonstrated ability to manage complex initiatives involving multiple stakeholders and competing priorities.

  • Exceptional communication, organizational, and problem-solving skills.

  • Demonstrated ability to work independently, exercise sound judgment, and operate effectively in a dynamic environment.

  • Proficiency with spreadsheets, dashboards, reporting tools, and enterprise administrative systems.

PREFERRED QUALIFICATIONS

  • Master’s degree in business administration, organizational leadership, workforce development, finance, or a related discipline.

  • Experience in workforce development, continuing education, public safety training, or complex operational environments.

  • Experience with program-level financial management, P&L analysis, operational performance improvement, or business operations.

  • Knowledge of grants management, workforce funding, apprenticeship/pre-apprenticeship programs, and operational planning.

  • Experience with higher education or workforce technology systems, including Workday, Ellucian Colleague, Campus Marketplace, CRM systems, or workforce reporting tools.

  • Demonstrated success improving operational performance, supporting program growth, or enhancing earned revenue in a complex organization.

WORKING CONDITIONS

Standard office environment with regular travel between Bucks County Community College campuses and workforce training locations. Occasional evening and weekend work may be required to support workforce programs, public safety training, operational priorities, and divisional initiatives.

SALARY RANGE $85,112 - $100,000 (commensurate with experience)
