Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California’s most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. We implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veterans’ services, and health care sectors.

Program Summary

The San Francisco Bay Area Housing Services portfolio includes a diverse range of housing programs designed to help individuals access, transition into, and maintain stable housing. Programs operate through strategic partnerships with local government agencies, health care providers, behavioral health systems, and community-based organizations.

In San Francisco, the portfolio includes the Flexible Housing Subsidy Pool, Rising Up, Mainstream Voucher, and Emergency Housing Voucher programs in partnership with the Department of Homelessness and Supportive Services, as well the Scattered Site Housing and Rental Subsidy Administration program in partnership with the Department of Disability and Aging Services.

The regional portfolio also includes The Avenue, a housing program operated in partnership with Golden Gate Regional Center and North Bay Regional Center, as well as a San Mateo County housing program operated in partnership with the Health Plan of San Mateo, Kaiser, and Behavioral Health and Recovery Services. Together, these programs comprise a complex regional portfolio spanning multiple populations, service models, funding streams, and public and health care systems. The portfolio requires strategic leadership that balances the distinct requirements of individual programs with opportunities to strengthen regional coordination, performance, and impact.

Position Summary

The Director of Housing Services – San Francisco Bay Area provides strategic and operational leadership for Brilliant Corners’ Housing Services portfolio across San Francisco and San Mateo counties. The Director oversees a complex portfolio of programs, funding streams, and service models and is accountable for overall program performance, fiscal stewardship, contract compliance, and high-quality service delivery. The Director leads through two Associate Directors responsible for distinct program portfolios, providing strategic direction, developing leadership capacity, and fostering accountability and continuous improvement across the region.

The Director also serves as a senior representative of Brilliant Corners in the Bay Area, cultivating strong relationships with government agencies, health plans, behavioral health systems, community-based organizations, and other key stakeholders. The Director plays a critical role in strengthening regional partnerships, advancing organizational priorities, and ensuring programs remain responsive to evolving community and system needs. This position is ideal for a proven leader who is strategic, collaborative, innovative, and committed to housing equity and social justice.

Position Responsibilities

• Provide strategic and operational leadership for the San Francisco Bay Area Housing Services portfolio, setting regional priorities aligned with organizational strategy, funder expectations, and contractual requirements.
• Oversee program performance, quality assurance, compliance, and resource utilization across multiple programs, funding streams, and service models.
• Lead, coach, and develop Associate Directors, establishing clear expectations and accountability while empowering them to manage their respective portfolios.
• Establish performance benchmarks and use data and program outcomes to strengthen service delivery, drive continuous improvement, and address emerging risks.
• Provide strategic oversight of program budgets, contracts, funding, and financial performance in partnership with Finance, Contracts, and program leadership, with a focus on fiscal sustainability, maximizing available resources and supporting full-cost recovery.
• Represent Brilliant Corners and cultivate strategic relationships with government agencies, Medi-Cal Managed Care Plans, behavioral health systems, community-based organizations, and other regional partners to strengthen existing partnerships, support sustainable funding, and identify opportunities to advance regional priorities.
• Navigate complex housing, homelessness, health care, and behavioral health systems to strengthen coordination, address systemic barriers, and advance regional priorities.
• Collaborate with cross-functional teams to strengthen systems, processes, and program effectiveness.
• Strengthen consistency and shared practices across the portfolio where appropriate, while ensuring programs remain responsive to distinct populations, service models, and contractual requirements.
• Anticipate changes in funding, policy, regulations, and community needs and position programs and teams to adapt effectively.
• Foster an inclusive, collaborative, and high-performing culture grounded in accountability, leadership development, innovation, and continuous learning.
• Serve on Brilliant Corners’ agency-wide Leadership Team and contribute to organizational strategy, policies, and initiatives.

Requirements

Professional Experience

• Seven or more years of progressively responsible experience in housing, homeless services, health care, behavioral health, public policy, social services, or a related field required.
• Experience in supportive or scattered-site housing strongly preferred.
• Five or more years of leadership experience, including managing teams, guiding strategy, and leading cross-system initiatives.​​​​​​​  
• Demonstrated experience leading through other managers, developing leadership capacity, and establishing clear accountability across multiple teams or programs.
• Three or more years managing complex program budgets or multi-funder contracts. Experience with Medi-Cal and/or CalAIM billing/documentation a plus.
• Demonstrated experience overseeing program performance, contract compliance, quality assurance, and continuous improvement.
• Experience working with government agencies, health plans, community-based organizations, or other complex external partners.
• Demonstrated experience representing an organization in high-stakes or executive-level settings with government, health plans, or community partners.
• Experience navigating housing and homelessness systems in San Francisco, San Mateo, or the broader Bay Area is a plus.

• Possession of a valid, clean California driver’s license and a personal insured vehicle are required

Physical Requirements

Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day.  Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.

This position is being offered at $130k - $145k annually.
