Core Responsibilities

Integrated Planning and Controls

·        Lead the integration of implementation plans, development strategies, phasing assumptions and delivery requirements to establish a coordinated, credible and decision-ready implementation planning environment across Qiddiya.

·        Evaluate and challenge development assumptions, implementation priorities, sequencing strategies and readiness requirements to identify risks, constraints and opportunities that influence delivery outcomes and investment decisions.

·        Provide strategic implementation-planning recommendations to Executive Management by assessing the impacts of phasing decisions, readiness constraints and cross-development dependencies on approved business objectives.

Data Integrity and Performance Insight

·        Establish and govern the implementation data framework, ensuring that development, asset, infrastructure and phasing information is accurate, consistent and fit for executive decision-making.

·        Drive continuous improvement in implementation data governance, reporting automation and digital analytics capabilities to enhance planning efficiency, transparency and portfolio visibility

·        Evaluate implementation trends, data quality, readiness indicators and analytical outputs to identify systemic issues, challenge assumptions and improve confidence in implementation-planning decisions.

Cross-Functional Dependency Management

·        Establish governance mechanisms for dependency identification, tracking and resolution, ensuring transparent ownership, timely decision-making and consistent management of cross-development risks.

·        Lead enterprise-wide integration across districts, Business Units and corporate functions to ensure alignment of implementation priorities, development sequencing objectives across the Qiddiya portfolio.

Specific Responsibilities

Qiddiya Implementation Plan Management

·        Lead the development and continual enhancement of the Qiddiya Implementation Plan as the enterprise framework for development sequencing, infrastructure readiness, asset deployment and activation planning across the Qiddiya portfolio.

·        Lead the consolidation of district, asset-class and enabling infrastructure implementation plans into a unified portfolio view that supports executive visibility, strategic decision-making and delivery prioritization.

·        Provide executive implementation insights and recommendations by assessing the impacts of phasing decisions, readiness risks and delivery dependencies on portfolio outcomes and investment priorities.

·        Assess alternative implementation scenarios and portfolio sequencing options to support informed decision-making and long-term development objectives.

Implementation Planning and Governance

·        Establish and govern the enterprise implementation planning framework, including policies, procedures, standards, methodologies and governance requirements to ensure consistent implementation planning practices across Development.

·        Lead the implementation governance process, including planning reviews, technical assurance activities, readiness assessments and governance forums to ensure disciplined and controlled development planning across districts and Business Units.

·        Govern implementation planning standards, data requirements, readiness criteria and submission protocols, ensuring compliance with approved enterprise requirements and continuous improvement across Development.

Business Unit and Cross-Functional Integration

·        lead enterprise implementation integration across districts, Business Units, Development Management Offices and corporate functions to ensure alignment of implementation priorities, readiness objectives and development sequencing strategies across Qiddiya.

·        Establish and govern implementation integration processes that align district plans, asset deployment programs, enabling infrastructure initiatives and city-wide development priorities into a coordinated implementation framework.

·        Evaluate Business Unit implementation strategies, milestone commitments, readiness assumptions and delivery constraints to identify risks, conflicts and opportunities that may affect portfolio objectives.

·        Lead strategic alignment reviews across Development stakeholders to resolve competing priorities, sequencing conflicts and resource constraints impacting approved development objectives.

·        Provide executive recommendations regarding implementation priorities, delivery sequencing and cross-functional trade-offs to support informed decision-making and portfolio optimization.

Development Data Register and Data Governance

·        Lead the governance and continual evolution of the Development Data Register as the authoritative source of implementation, development, infrastructure and asset information across the Qiddiya portfolio.

·        Establish enterprise data-governance standards, data ownership models, validation protocols and workflow controls to ensure the accuracy, consistency and traceability of Development information.

·        Govern development master data structures, relationships and classification frameworks to support implementation planning, readiness assessments, portfolio reporting and strategic decision-making.

·        Lead the integration of Development information from Business Units, districts and corporate systems to establish a connected and reliable source of implementation-planning data across Qiddiya.

·        Drive continuous improvement of data governance frameworks, automation capabilities and digital workflows to improve data quality, operational efficiency and accessibility of information.

Implementation Model, Data Modeling and Analytics

·        Lead the development, governance and continual enhancement of the Qiddiya Implementation Model as the enterprise platform for development sequencing, readiness assessment, asset deployment and portfolio planning.

·        Establish integrated data models, business frameworks and analytical methodologies that connect implementation, infrastructure, land development, asset deployment, operational readiness and development performance information across the portfolio.

·        Lead scenario planning, implementation forecasting and portfolio optimization analyses to evaluate alternative development strategies, readiness pathways and investment priorities.

·        Assess development constraints, implementation risks, capacity limitations and sequencing options to identify opportunities that improve readiness, delivery outcomes and development value realization.

·        Provide executive decision-support through advanced analytics, implementation intelligence and predictive insights that inform development prioritization and strategic planning decisions.

·        Drive continuous enhancement of analytical capabilities, automation tools and digital solutions to improve forecasting accuracy, implementation visibility and portfolio performance management.

Generic Responsibilities

Strategy and Planning

Lead the implementation of the Implementation department strategy, ensuring alignment with Qiddiya's development objectives while driving continuous improvement in implementation governance, portfolio integration and strategic planning capabilities.

Policies, Processes, and Procedures

  Establish and govern the implementation planning and readiness management framework, ensuring effective application of approved policies, standards, methodologies and governance requirements across Development.

Stakeholder Management

  Build and maintain strategic relationships with Executive Management, Development Business Units, MDU, SDU and corporate functions to support integrated implementation planning, readiness alignment and informed decision-making across Qiddiya.

Change Management

  Lead the continuous enhancement of implementation planning assessment and governance practices through the adoption of innovative methodologies, automation solutions and digital transformation initiatives.

People Management

  Provide leadership and direction to the Implementation department, translating strategic objectives into actionable plans, SMART goals, developing high-performing teams and fostering a culture of accountability, collaboration and continuous improvement.

Reports

Establish and oversee the implementation reporting framework, ensuring the delivery of timely, accurate and decision-ready executive reports, readiness assessments, portfolio insights and strategic recommendations that support governance and executive decision-making.

Requirements

Required: Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, Project Management, or a related field

Preferred:  Master's degree in Civil Engineering, Construction Management, Project Management,  Business Analytics, Data Analytics or a related field

Professional certifications or memberships with recognized project management, program management, planning, engineering or construction management institutes (e.g., PMP, PgMP, APM, AACE, CIOB or equivalent) are preferred.

Demonstrates fluency in written and verbal English, with proficiency in Arabic preferred.

Analyzes operational data and information to support decision-making, identify issues, and contribute to improving processes and outcomes.

Coordinates with internal stakeholders to support the effective execution of activities and ensure alignment across teams.

Manages team activities and ensures accuracy, attention to detail, and quality in deliverables and operational outputs.

  Applies advanced knowledge of implementation planning, phasing, scenario analysis, infrastructure readiness and cross-functional dependency management within large-scale development environments.
