The Development Manager, Planning & Entitlements (Gerente de Aprovações) will lead the entitlement, environmental management, permitting and due diligence process for development projects and real estate acquisitions, from site evaluation and land readiness through construction and operation. Responsible for identifying and mitigating technical, environmental and regulatory risks, coordinating consultants and public agencies, and ensuring required approvals, environmental licenses and compliance obligations are obtained and maintained in accordance with project schedules, applicable legislation and Prologis standards.

Director, Development - Entitlements

Responsibilities

1. Lead and coordinate technical, environmental and regulatory due diligence for potential acquisitions, identifying constraints, environmental liabilities, risks, mitigation measures and potential impacts to project schedule and cost. 

2. Own the entitlement, environmental licensing and permitting strategy for development projects, coordinating municipal, environmental, fire department, utility and other governmental approvals required for earthworks, construction and operation. 

3. Lead environmental management across development projects and existing assets, including environmental impact studies, contaminated-site assessments and follow-up, vegetation/tree-removal approvals, compensatory obligations and environmental compliance during construction and operation. 

4. Manage external consultants and permitting/environmental specialists, including scope definition, contracting support, schedules, deliverables, quality, compliance with Prologis policies and performance. 

5. Develop and maintain entitlement and environmental schedules and risk assessments, proactively identifying critical-path items, potential delays, compliance gaps and mitigation plans, and escalating key risks when necessary. 

6. Support land readiness and new business activities, including RFPs, preliminary site studies, zoning, environmental and regulatory analysis, and feasibility assessments for potential development opportunities. 

7. Partner with Development, Capital Deployment, Legal, Leasing, Operations and Pre-Construction to ensure entitlement and environmental requirements are incorporated into acquisition, design, construction and operational decisions. 

8. Drive process improvement and standardization across entitlement and environmental activities, including reporting, consultant management, documentation, compliance tracking and lessons learned.

Challenges

• Manage multiple concurrent entitlement, environmental and due diligence processes across projects with different levels of complexity and urgency. 

• Anticipate and mitigate regulatory, environmental and permitting risks that could impact acquisitions, construction starts, project delivery or operation. 

• Ensure environmental compliance throughout development and construction while coordinating changing regulations, governmental agencies and third-party consultants. 

• Balance business priorities and aggressive development schedules while maintaining compliance with applicable legislation, environmental commitments and Prologis standards. 

Position Rquirements

Foreign Languages: English (mandatory) - Advanced/Fluent; Spanish - Advanced will be a plus. 

Education: Architecture, Civil Engineering, Environmental Engineering or related field. 

Seniority: 10+ years of relevant experience in entitlement, environmental licensing/compliance, permitting, industrial/real estate development or related activities. Meaningful experience managing environmental approvals and risks is required. 

Specific Knowledge: Municipal, zoning, environmental and fire department regulations; environmental licensing and compliance; environmental impact studies; contaminated-site assessment and follow-up; technical/environmental due diligence; permitting; consultant management; project scheduling and risk management.

Software: Microsoft Office; working knowledge of AutoCAD and project/document management platforms; Revit is a plus. 

Expectations: Strong ownership, environmental risk awareness, negotiation, stakeholder management, communication, planning, problem solving, business judgment and ability to manage complexity and ambiguity. 

Travel Availability: Availability to travel domestically as required by the position.
