Barbaricum is seeking a Jira Reporting & Analytics Lead for the anticipated U.S. Army Capability Program Executive for Simulation, Training, Test and Threat (CPE ST3). The U.S. Army CPE ST3 sustains a portfolio of more than 370 simulation, training, testing, and threat products fielded at over 400 locations worldwide, supporting U.S. and Allied warfighters’ combat readiness, interoperability, and multi-domain operational effectiveness — with growth into areas such as artificial intelligence, cyber and information warfare, robotics and autonomous systems, directed energy, and hypersonics. As the Jira Reporting & Analytics Lead, you will own the metrics, dashboards, and data storytelling that make CPE ST3’s Agile transformation visible and defensible — first in Barbaricum’s Phase II live Jira technical demonstration (anticipated late October 2026), then in the operational environment after award. This is not a traditional Jira administrator role. You will build the role-based, multi-tier dashboards that give executive (CPE), program (PM/PL, PdM/PdL), and project-level leaders instant visibility into sprint velocity, cycle time, capacity utilization, and flow — eliminating manual data calls — and you will analyze the Government-provided baseline data to recommend concrete, data-driven improvements to how APS work is managed.
WHAT YOU’LL DO
- Design and build advanced Jira reports and role-based dashboards for executive, portfolio, and team tiers, tailored to CPE, PM/PL, and PdM/PdL audiences
- Author and optimize JQL to surface the right data for each dashboard and audience
- Develop and track flow and delivery analytics: capacity utilization, velocity, cycle time, throughput, and blockers
- Analyze the Government-provided baseline data set and develop data-driven approaches and recommendations that improve APS delivery outcomes (supporting the three recommended approaches evaluated in the Jira demonstration)
- Design clear data visualizations that communicate actionable status at a glance
- Stand up and maintain the live Agile Dashboard (CDRL A003) within 30 days of contract award, providing the Government real-time, unfettered access to the tool, dashboard, and data, and incorporating Government feedback each sprint
- Integrate Jira reporting with Power BI and Confluence to extend and publish metrics
- Present metrics and findings to senior Government leadership and translate them into process improvements
- Support the live demonstration by producing and driving the dashboards used to respond to scenario injects
REQUIRED QUALIFICATIONS
- Active Secret clearance
- Bachelor’s degree in a related or quantitative field, or equivalent experience
- 6+ years building advanced Jira reporting and dashboards in an enterprise environment
- Expert-level JQL
- Demonstrated experience developing executive-, portfolio-, and team-level Agile metrics
- Hands-on experience with capacity-utilization, velocity, cycle-time, and flow analytics
- Dashboard and data-visualization design skills, including role-based dashboards for executives and program managers
- Experience delivering and operating live, always-on operational dashboards with direct stakeholder access to the underlying tool and data — not static or periodic reports
- Ability to analyze delivery data and recommend actionable process improvements
- Available to support the anticipated Phase II Jira technical demonstration (~late October 2026) and post-award operations
- Experience presenting metrics to senior leadership; strong communication skills, able to support a live customer demonstration
PREFERRED QUALIFICATIONS
- TS/SCI Clearance
- Power BI development experience and Jira–Power BI integration
- Confluence integration and authoring experience
- Atlassian certification(s)
- Experience supporting federal or large enterprise organizations
- Prior DoD/Army acquisition or simulation, training, and test environment experience
- Active Secret clearance, to enable immediate post-award ramp
