About the Role
The Contracts Manager will serve as Bellese's primary contractual advisor across a portfolio of federal prime contracts, subcontracts, and business agreements. This role owns the full contract lifecycle: reviewing and responding to RFPs/RFIs, drafting and negotiating NDAs and teaming agreements, managing subcontractor relationships, and ensuring compliance with federal acquisition regulations and company policy from proposal through contract closeout.
Key Responsibilities

Manage the full lifecycle of federal contracts, subcontracts, NDAs, teaming agreements (TAs), and other business agreements — from drafting and negotiation through execution, administration, modification, and closeout.

Review and analyze RFPs, RFIs, and RFQs; advise capture and proposal teams on contractual terms, risks, and requirements during proposal development.

Draft, review, and negotiate terms and conditions, NDAs, teaming agreements, licenses, and other agreements with government customers, partners, and subcontractors.

Administer subcontracts and manage subcontractor relationships, including flow-down of applicable clauses and monitoring subcontractor compliance with terms and deliverables.

Ensure contract compliance with the Federal Acquisition Regulation (FAR), agency supplements (e.g., HHSAR), and company policy across contract types (FFP, T&M, IDIQ, task/delivery orders).

Serve as the primary point of contact for contracts matters with government contracting officers, program managers, business development, and legal.

Identify contractual and compliance risks proactively and develop mitigation strategies; support organizational conflict of interest (OCI) reviews.

Maintain accurate, audit-ready contract files and tracking records; provide status updates and guidance to internal stakeholders on contract obligations and deadlines.

Support contract closeout activities, including final invoicing, property disposition, and release of claims.
Required Qualifications

Bachelor's degree and 3+ years of relevant contracts management experience, or equivalent combination of education and experience.

Demonstrated experience managing the full lifecycle of U.S. federal government contracts, including prime contracts and subcontracts.

Working knowledge of the Federal Acquisition Regulation (FAR) and experience across multiple contract types (Firm Fixed Price, Time & Materials, IDIQs, task/delivery orders).

Experience reviewing and responding to RFPs, RFIs, and RFQs.
Preferred Qualifications

Experience supporting contracts with the Department of Health and Human Services (HHS) or CMS specifically.

Familiarity with HHS Acquisition Regulation (HHSAR) supplements to the FAR.

NCMA certification (CFCM or CPCM) or equivalent formal contracts training.

Prior experience in health IT or health technology government contracting.

Experience with GSA schedule contracts.

Proficient in Microsoft Office; Google Workspace; Slack; comfortable working in contract management/tracking systems.

Strong analytical, negotiation, and written/verbal communication skills.

Able to manage a diverse portfolio of contracts and competing deadlines independently.
