This role operates within the BGIUK Market Unit, with particular focus on BEI.  The role is designed to provide Regulatory Compliance Testing for BEI, with particular focus on areas of regulatory interest from local regulators.  In addition, supporting the Senior Compliance Manager for BEI to maintain regulatory compliance across BEI. This is  a Business facing role in the 2nd line compliance function, providing risk-based compliance testing to Bupa Egypt Insurance (BEI) in addition to supporting BEI Senior Compliance Manager in delivering their objectives.

How you’ll help us make health happen:

• Liaise with the three Lines of defence as required to help focus attention on key areas of regulatory risk.
• Support the Senior Compliance Manager by developing the compliance testing plan using a risk-based approach.
• Provide effective regulatory assurance of BEI’s business activities, processes, systems and controls through an effective, risk-based compliance testing activities and program.
• Assess operational processes and procedure in line with regulatory best practice requirements.
• Undertake testing on compliance with all regulatory requirements for BEI and other regional businesses as requested from time to time using a risk-based approach and in line with the annual approved compliance testing plan.
• Working collaboratively with internal audit and 2nd line assurance team. Identify and report matters that may warrant further assurance or investigation work by Assurance or Audit functions.
• Responsible for the implementation and delivery of agreed Compliance plans in so far as it relates to regulatory compliance testing.
• Support the implementation of regulatory change and key strategic initiatives by undertaking post implementation reviews as required.
• Work in partnership with business functions, to identify and mitigate regulatory risk within the business as part of assurance activity.
• Develop and maintain strong relationships with business managers and challenging senior management on their compliance control environment.
• Attend any local compliance and risk forums as required by the Senior Compliance Manager
• Develop a deep knowledge of business operations to enable effective challenge across all aspects of the regulated entities. 
• Maintain a detailed understanding of the current and future regulatory themes and industry good practice and feed this into business systems and controls. 
• Support Compliance senior management in the attendance at industry working parties, addressing regulatory, compliance and consumer issues.

• Liaise and collaborate positively with other risk and compliance teams to support the overall compliance agenda within Bupa and improvement in the overall control framework.
• Support Senior management in achieving the objectives of the Compliance function and in embedding a strong compliance and conduct culture across the regulated entities.
• Support, escalate and challenge the investigation and resolution of regulatory incidents and breaches.
• Assist Senior Management in embedding a ‘compliance and conduct culture’ throughout the business.
• The role has direct communication and escalation lines to the Head of Compliance BG International and Africa CRO where conflicting regulatory interpretations arise.

Experience required:

• Proven managerial experience in a compliance or internal audit function, preferably in an insurance business.
• Experience of the regulatory environment and key regulatory regimes, particularly the Egyptian market.
• Familiar with working in a 3LOD model with a track record of delivering high-quality compliance reports.
• Good communicator and able to demonstrate how they have helped influence the risk strategy (including risk appetite) of a regulated business. In-depth knowledge of regulatory requirements.  Proven ability to draw out and articulate regulatory themes so the business can be on the ‘front foot’ in considering areas of potential regulatory concern.
• Ability to proactively assess and analyse relevant risks and advise on effective risk mitigation plans.
• Strong analytical and critical thinking skills with ability to identify root causes, draw conclusions, articulate findings and distil complex issues into clear themes and executive insights.
• Proven track record in applying good judgement based on business information and assessment frameworks to determine the degree of business and regulatory risk posed by actions and issues within the business
• Excellent communication and written skills (Arabic and English). Able to explain detailed and complex rules and themes in a way that senior management and the business can understand and act upon.
• Strong stakeholder management and organisations skills, with the ability to effectively manage expectations, coordinate across stakeholders and deliver testing activities in line with the agreed timelines.
• Objective and fair with a strong presence and ability to challenge effectively at all levels.
• High level of personal confidence, able to lead and manage change through influence and persuasion and to challenge business decision makers
