A Compliance Administrator job is available with the City of Fort Worth (Neighborhood Services Department / Compliance Division). The mission of the Neighborhood Services Department is to build strong neighborhoods by empowering residents with housing, community development and social services. This position plans, executes and manages compliance activities for grants received from the U.S. Department of Housing & Urban Development (HUD) and other Federal and State agencies; develops and administers compliance policies for the Department; and manages the Compliance team. HUD grants include the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG) and Housing Opportunities for Persons with AIDS (HOPWA).
This position reports to the Neighborhood Services Director and manages a team of six staff, including three direct reports. The ideal candidate should have sound decision-making abilities, strong analytical skills, high attention to detail, exceptional leadership abilities and the ability to work effectively with internal and external customers.
Minimum Qualifications:
- Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, accounting or related field
- Four (4) years of increasingly responsible experience in public or business administration, contract management, or related field
Preferred Qualifications:
- Five (5) plus years of experience monitoring federal/state grants, community development programs or contracts, and five 95) plus years with the administration of HUD Community Development Block Grant (CDBG) and other federal or state grant programs, including knowledge of related statutes, regulations, policies and processes
- Three (3) plus years of supervisory and project management experience
- Ability to prepare and present clear written reports and recommendations and communicate effectively with staff, management, and external stakeholders
The Compliance Administrator responsibilities include:
- Supervising and coordinating staff; assigning, prioritizing and monitoring work activities
- Overseeing compliance and monitoring activities and advising staff and sub-recipients on methods to ensure compliance with federal, state and local contracts and legal requirements and avoid and resolve findings or concerns
- Developing policies and procedures to guide compliance and acting as the Department’s subject matter expert and advisor for HUD grants and compliance-related matters; including interpreting related policies, procedures and guidelines
- Assisting with researching, documenting and preparing reports, recommendations, and analyses related to compliance activities
- Training staff, sub-recipients and contractors
