The Oklahoma Department of Libraries (ODL) is now accepting applications for the position of Collections Access and Discovery Manager. The annual salary for the position is $58,000-63,000 based on education and experience.

ODL has a collection of nearly 700,000 volumes and an annual budget of approximately $8.7 million.

Job Description

Reporting to the Assistant Executive Director, the Collections Access and Discovery Manager leads the systems, standards, data quality, and technical infrastructure that enable Oklahoma Department of Libraries collections to be accurately described, effectively integrated, and easily discovered and accessed by customers. This position serves as ODL's Integrated Library System Administrator and provides agency-wide leadership for cataloging, metadata, discovery, electronic-resource access, and cross-system interoperability. The manager collaborates extensively with the State Library, State Archives, Oklahoma Publications Clearinghouse, and other collection owners to align specialized collection needs with ODL's broader discovery architecture and to advance an integrated, user-centered discovery environment across ODL collections.

Job Duties:

  • Leads assigned staff by setting priorities, coordinating work, developing employees, monitoring performance, and addressing operational needs to support effective access, discovery, and systems integration across ODL collections. Establishes and improves team processes and procedures and coordinates with collection owners and other departments to align workflows, systems, standards, and service needs.
  • Administers and continuously improves ODL's integrated library system by managing system configuration, permissions, circulation and holdings functionality, integrations, upgrades, data integrity, reporting, and related technical workflows. Monitors system performance, diagnoses and resolves complex or systemic problems, maintains technical and procedural documentation, and coordinates testing and implementation of system changes with staff, vendors, and technical partners.
  • Establishes and maintains cataloging, metadata, classification, authority-control, record-linking, holdings, and related technical standards that support consistent description, interoperability, and discovery across ODL systems and collections. Owns library and cross-system technical standards while collaborating with designated functional owners for specialized collection standards, including the State Archives and Records Management Director for archival metadata, and ensures physical, digital, and licensed electronic resources are consistently represented, linked, and maintained within the catalog and shared discovery systems.
  • Leads the development and management of discovery and access systems that enable customers to find and use ODL collections across formats, departments, and platforms. Collaborates across ODL to align workflows, interfaces, metadata, and system integrations; manages technical access to licensed and digital resources, including vendor-platform configuration, authentication, link maintenance, and troubleshooting; and guides development of an integrated discovery environment spanning State Library, Archives, government publications, and other ODL collections.
  • Establishes and maintains systematic quality-control practices for bibliographic, metadata, holdings, authority, access, and related system data. Identifies and analyzes legacy migration errors, inconsistent cataloging and linking practices, incomplete or inaccurate records, broken access points, and other discovery barriers; establishes remediation priorities; coordinates and participates in corrective work; analyzes system, usage, access, and collection data; and recommends improvements that prevent recurring problems and support collection and service decisions.

Minimum Qualifications:

  • Master's degree in library science from a program accredited by the American Library Association plus five (5) years of professional library experience.
  • Professional experience administering and troubleshooting an integrated library system, library services platform, or comparable library technology environment.
  • Professional experience with cataloging, metadata, authority control, bibliographic utilities, discovery systems, electronic-resource access, or related technical-services functions.
  • Experience leading cross-functional library technology, metadata, data-quality, migration, or discovery projects and collaborating with vendors and internal stakeholders.
  • Supervisory experience with professional, technical, or support staff.

Knowledge, Skills, and Abilities

  • Knowledge of the principles, practices, procedures, and techniques of library science and professional library services,
  • Knowledge of integrated library systems, bibliographic utilities, library automation, discovery systems, and related library technologies,
  • Knowledge of cataloging, metadata, classification, authority-control, holdings, and record-linking principles and standards,
  • Knowledge of electronic resources, vendor platforms, authentication and linking methods, and practices supporting reliable discovery and access,
  • Knowledge of metadata interoperability, crosswalks, data migration, and the relationship between specialized descriptive standards and shared discovery systems,
  • Knowledge of quality-control standards for bibliographic, metadata, holdings, authority, access, and related system data,
  • Knowledge of supervisory principles and practices and the ability to lead, develop, and coordinate the work of assigned staff,
  • Strong analytical and problem-solving skills, including the ability to diagnose complex or systemic technology, data, and access problems and develop effective solutions,
  • Strong organizational and project management skills, including the ability to coordinate system changes, migrations, remediation work, and cross-department initiatives,
  • Ability to administer, configure, test, document, and improve integrated library systems and related discovery and access technologies,
  • Ability to analyze system, usage, access, and collection data and translate findings into recommendations for technical, collection, and service improvement,
  • Ability to establish and maintain effective working relationships with librarians, archivists, other collection professionals, information technology staff, vendors, and internal and external partners,
  • Ability to communicate complex technical concepts, standards, requirements, and recommendations clearly to technical and nontechnical audiences,
  • Ability to evaluate emerging library technologies, professional practices, accessibility considerations, and interoperability requirements and recommend appropriate solutions,
  • Ability to work independently, exercise sound professional judgment, and coordinate decisions across areas with distinct collection standards and operational needs,
  • Ability to communicate effectively, both orally and in writing.
