Responsibilities:

  • Collaborate with Collection Requirements Managers, analytic elements, intelligence collectors, and intelligence consumers to align clandestine and overt HUMINT collection activities with validated intelligence requirements and maximize the effective use of available collection resources.
  • Apply intelligence collection systems, capabilities, and reporting to identify collection developments, assess relevancy, and provide timely information to collectors, analysts, planners, and intelligence consumers.
  • Coordinate across Intelligence Community (IC) organizations to identify consumer intelligence needs, information gaps, and collection priorities and support the development of collection operations tailored to customer requirements.
  • Collaborate with HUMINT collectors and all-source analysts to evaluate the efficiency and effectiveness of Multi-INT collection against established intelligence requirements, collection plans, and operational strategies.
  • Assess collection plans and strategies to determine their effectiveness in generating reliable, relevant, and actionable intelligence aligned with consumer requirements.
  • Apply statistical analysis, algorithmic techniques, data mining, and data visualization methods to identify, correlate, and interpret Intelligence, Surveillance, and Reconnaissance (ISR) data from multiple sources.
  • Manage and analyze large, complex datasets; identify and resolve data consistency and quality issues; develop analytical models; and produce visualizations that communicate collection-related findings and trends.
  • Develop and apply measures of effectiveness (MOEs) and measures of performance (MOPs) to evaluate whether intelligence collection requirements have been satisfied and assess the performance of collection operations.
  • Analyze collection results to identify intelligence gaps, emerging trends, collection opportunities, and areas requiring additional focus or resources.
  • Assess alternative collection options, test assumptions, and develop analytical judgments, recommendations, and solutions to refine collection plans, strategies, and operational approaches.
  • Produce collection gap analyses that identify limitations in existing collection methods, capabilities, and processes and develop assessments of potential future intelligence collection scenarios.
  • Develop analytical products and recommendations supporting Collection Strategists, Intelligence Planners, Collection Enterprise Architects, and other senior stakeholders in the planning and optimization of future collection capabilities.
  • Develop, coordinate, and deliver programs of instruction covering specified collection operations, tactics, techniques, and procedures (TTPs), as well as related and supporting processes for HUMINT and technical intelligence operations conducted under applicable DoD authorities.
  • Develop and present instructional materials, briefings, exercises, and other training products to communicate collection processes, methodologies, capabilities, and best practices to intelligence personnel.
  • Produce Intelligence Information Reports (IIRs) in accordance with applicable reporting standards, policies, and procedures.
  • Apply knowledge and experience gained through completion of an in-residence basic Human Intelligence (HUMINT) collection course, such as the Defense Strategic Debriefer Course (DSDC) or a U.S. Military Service equivalent.

Levels:

  • Junior: Minimum of one year of experience conducting analysis relevant to this Labor Category
  • Mid: Minimum of three (3) years of experience conducting analysis relevant to this Labor Category
  • Senior: Minimum of eight (8) years of experience conducting analysis relevant to this Labor Category
  • Expert: Minimum of twelve (12) years of experience conducting analysis relevant to this Labor Category

Qualifications:

  • Working knowledge of HUMINT collection operations, collection management, intelligence requirements, collection planning, Multi-INT integration, ISR capabilities, and analytical processes supporting intelligence collection missions.
  • Experience applying Intelligence Community (IC) and Department of Defense (DoD) classification, security, reporting, and information-handling policies and procedures to intelligence collection, analysis, and dissemination activities.
  • Experience supporting collection requirements, collection planning, and intelligence operations with limited supervision while incorporating guidance from collection managers, analysts, collectors, and intelligence consumers.
  • Experience collaborating with Collection Requirements Managers, HUMINT collectors, all-source analysts, intelligence consumers, and other IC partners to identify intelligence needs, collection gaps, priorities, and opportunities.
  • Experience evaluating and synthesizing intelligence from multiple sources and disciplines to assess collection effectiveness, identify trends and gaps, interpret findings, and develop sound analytical judgments and recommendations.
  • Experience evaluating intelligence collection plans and strategies against established requirements and applying measures of effectiveness (MOEs) and measures of performance (MOPs) to assess collection efficiency and mission outcomes.
  • Experience applying statistical, algorithmic, data mining, and visualization techniques to analyze large and complex ISR and intelligence datasets and identify relationships, trends, patterns, anomalies, and collection gaps.
  • Experience managing, integrating, and validating data from disparate intelligence and collection sources while maintaining data consistency, quality, and integrity.
  • Experience developing analytical models, visualizations, metrics, and other data-driven products to evaluate collection performance and communicate findings to intelligence collectors, analysts, planners, and senior stakeholders.
  • Experience conducting structured research to obtain, evaluate, organize, and maintain intelligence and collection-related information in accordance with established security, classification, and data-handling requirements.
  • Experience identifying contradictions, inconsistencies, biases, assumptions, and information gaps within intelligence reporting and collection data and determining their potential impact on analytical judgments.
  • Experience applying structured analytic techniques and alternative analytical approaches to evaluate competing information, test assumptions, reduce uncertainty, strengthen analytical judgments, and identify potential collection opportunities.
  • Experience assessing intelligence collection capabilities and limitations, including HUMINT sources, technical collection systems, ISR platforms, and other Multi-INT capabilities relevant to mission requirements.
  • Experience evaluating collected intelligence reporting for relevance, reliability, completeness, and alignment with validated intelligence requirements and consumer needs.
  • Experience coordinating with collection managers and intelligence stakeholders to develop, refine, prioritize, and validate collection requirements and strategies.
  • Experience producing collection gap analyses, assessments, recommendations, and future collection scenarios to support Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.
  • Experience producing concise and well-supported analytical reports, assessments, studies, briefings, metrics, visualizations, and other intelligence products using Microsoft Office applications and electronic or web-enabled formats.
  • Experience communicating complex collection and analytical issues clearly and concisely to technical and non-technical audiences through written products, briefings, visualizations, and verbal presentations.
  • Experience developing and delivering training or programs of instruction covering HUMINT collection operations, collection TTPs, intelligence collection processes, and related mission-support activities.
  • Experience producing Intelligence Information Reports (IIRs) in accordance with applicable intelligence reporting standards, policies, and procedures.

Salary Range: $60,000 - $135,000

This range reflects Core One Solutions' current good-faith estimate for this labor category based on proposed contract pricing and comparable labor category rates. As this position is contingent upon contract award, final compensation will be confirmed based on the awarded contract's negotiated rates, applicable wage determinations, clearance requirements, and the selected candidate's experience and qualifications.
