A LITTLE BIT ABOUT FCS

Since 1984, Florida Cancer Specialists & Research Institute & Research Institute (FCS) has built a national reputation for excellence.  With over 250 physicians, 220 nurse practitioners and physician assistants and nearly 100 locations in our network.  Utilizing innovative clinical research, cutting-edge technologies, and advanced treatments, we are committed to providing world-class cancer care.  We are recognized by the American Society of Clinical Oncology (ASCO) with a national Clinical Trials Participation Award, FCS offers patients access to more clinical trials than any private oncology practice in Florida. Our patients have access to ground-breaking therapies, in a community setting, and may participate in national clinical research studies of drugs and treatment protocols. In the past five years, the majority of new cancer drugs approved for use in the U.S. were studied in clinical trials with FCS participation prior to approval.

Through our partnership with Sarah Cannon, we are one of the largest clinical research organizations in the United States. Often, FCS leads the nation in initiating research studies and offering ground-breaking new therapies to patients.

SUMMARY

Reporting to the Chief Executive Officer, the Chief Pharmacy Officer (CPO) is the senior-most executive accountable for the strategy, performance, and advancement of the enterprise pharmacy business at Florida Cancer Specialists & Research Institute, including Pharmacy Operations, RxToGo, Pharmacy Solutions, and Centralized Procurement. The CPO establishes the enterprise vision and strategic priorities for medically integrated dispensing, oral and infusion pharmacy services, drug acquisition, and procurement, while leading through a high-performing team accountable for operational execution.

The CPO provides leadership and accountability for clinical quality, regulatory integrity, patient access, growth, and financial performance across the pharmacy enterprise. Serving as a trusted partner to physician leadership, the executive team, and the Board, this leader collaborates across Clinical, Operations, Finance, Managed Care, Revenue Cycle, Legal, Compliance, IT, Strategic Initiatives, and People & Culture to align pharmacy strategy with enterprise priorities and deliver sustainable organizational value.

The successful executive will combine strategic perspective, strong business and clinical judgment, and disciplined accountability with a collaborative leadership style. The CPO must be willing to engage directly in critical matters, major negotiations, and enterprise risks while operating primarily through senior leaders and teams responsible for day-to-day execution.

PRIMARY TASKS AND RESPONSIBILITIES

  • Establish and lead the enterprise pharmacy strategy, aligning Pharmacy Operations, RxToGo, Pharmacy Solutions, and Centralized Procurement with the FCS mission, values, and long-term strategic plan.

  • Maintain executive accountability for the overall performance of the pharmacy enterprise, including clinical quality, regulatory integrity, patient access, growth, financial outcomes, and organizational readiness.

  • Translate enterprise strategy into clear priorities, outcomes, and performance expectations for senior pharmacy and procurement leaders, holding the leadership team accountable for effective execution.

  • Partner with physician leadership, the executive team, and key functional stakeholders to ensure pharmacy strategy supports clinical priorities, operational needs, financial objectives, patient access, and sustainable growth.

  • Define the strategic direction and growth agenda for RxToGo and other medically integrated dispensing and specialty pharmacy capabilities, with accountability for patient experience, clinical outcomes, access, and business performance.

  • Set the enterprise strategy for pharmaceutical sourcing, drug acquisition, procurement, supply resilience, and vendor partnerships, ensuring alignment with clinical, financial, and operational priorities.

  • Provide executive oversight of pharmacy compliance, accreditation, medication safety, and quality, establishing effective governance and holding leaders accountable for maintaining regulatory integrity and organizational readiness.

  • Chair the Pharmacy and Therapeutics Committee, partnering with physician and clinical leaders to advance evidence-based formulary decisions, clinical stewardship, pathway alignment, and responsible resource utilization.

  • Develop the pharmacy and procurement components of the enterprise operating and capital plans in collaboration with Finance and other key stakeholders, and communicate performance, risks, and opportunities to the executive team and Board.

  • Establish an enterprise performance framework for pharmacy and procurement, using meaningful clinical, operational, financial, access, and quality measures to guide decisions and reinforce accountability.

  • Collaborate with Managed Care, Revenue Cycle, Finance, physician leadership, and other stakeholders to shape payer, PBM, manufacturer, reimbursement, limited-distribution drug, and patient-affordability strategies.

  • Partner with IT, Clinical, Operations, and other stakeholders to establish the pharmacy technology, data, and automation roadmap, prioritizing investments that improve safety, access, outcomes, efficiency, and enterprise decision-making.

  • Provide executive sponsorship for pharmacy and procurement priorities associated with practice acquisitions, integrations, new site development, and other enterprise growth initiatives.

  • Represent FCS in strategic relationships with manufacturers, distributors, GPOs, industry associations, regulatory bodies, and other external partners.

  • Lead or provide executive oversight for major negotiations, strategic partnerships, and high-value enterprise agreements affecting pharmacy and procurement.

  • Build, develop, and hold accountable a high-performing senior leadership team, ensuring clear decision rights, effective delegation, strong succession planning, and continued leadership development.

  • Foster a culture of patient focus, safety, quality, collaboration, continuous improvement, and accountability throughout the pharmacy enterprise.

  • Partner across Clinical, Operations, Finance, Managed Care, Revenue Cycle, Legal, Compliance, IT, Strategic Initiatives, and People & Culture to resolve cross-functional priorities and advance enterprise objectives.

  • Serve as an executive thought partner to the CEO and executive leadership on market dynamics, oncology drug economics, reimbursement, pharmacy policy, emerging risks, and strategic opportunities.

  • Remain sufficiently connected to the business to understand execution challenges and intervene directly when significant enterprise risk, performance concerns, critical escalations, or major negotiations require executive leadership.

  • Perform other duties and lead special initiatives as assigned in support of enterprise priorities.

QUALIFICATIONS

  • Demonstrated success leading a complex, multi-site pharmacy enterprise through senior leaders, with accountability for clinical, financial, regulatory, growth, and patient-access outcomes.

  • Experience establishing enterprise strategy and translating it into clear priorities, governance, performance expectations, and measurable results.

  • Strong understanding of pharmacy operations, medically integrated dispensing, specialty pharmacy, procurement, and supply chain, with the ability to provide informed executive oversight without becoming the primary owner of routine execution.

  • Proven ability to develop high-performing leadership teams, delegate effectively, establish clear accountability, and build organizational capabilities at scale.

  • Demonstrated success collaborating with physician leaders, executive peers, Boards, and cross-functional teams to address complex clinical and business priorities.

  • Experience leading strategic partnerships, significant negotiations, integrations, and enterprise-wide transformation initiatives.

  • Executive-level knowledge of oncology drug economics, reimbursement, payer and PBM dynamics, sourcing, procurement, medication safety, and pharmacy regulatory requirements.
