Job Description:

Provide strategic leadership, technical oversight and operational management of World Vision Ethiopia's Cash and Voucher Assistance (CVA) portfolio. The role leads the design, implementation, quality assurance, innovation and scaling of humanitarian cash assistance and digital delivery systems across emergency, recovery, and resilience programming. The position also drives organizational positioning, business development, external engagement, and partnerships to ensure cash and digital solutions contribute effectively to humanitarian outcomes.

1. Strategic Leadership and Business Development

•     Provide overall leadership and direction to the Cash and Digital business unit.

•     Develop and oversee implementation of multi-year CVA strategies and annual business plans aligned with organizational priorities, food and cash department strategy, NO strategy and GC CVA roadmap.

•     Lead donor landscape analysis, partner mapping, and strategic engagement initiatives to expand cash programming opportunities.

•     Identify and pursue funding opportunities for cash, market-based, and digital assistance programs.

•     Support proposal development and resource mobilization efforts across humanitarian and resilience portfolios.

2. Technical Leadership and Program Quality

•     Provide technical leadership for all cash and voucher programming across the WV programming.

•     Lead or oversee cash feasibility assessments, market assessments, response analysis, and modality selection processes.

•     Ensure programs adhere to global standards, donor requirements, and organizational policies.

•     Promote quality implementation of multipurpose cash assistance, sectoral cash interventions, and integrated programming approaches.

•     Work closely with sector leads including Livelihoods, Health, Nutrition, WASH, Education, Child Protection, and Emergency Response teams to design integrated interventions.

3. Digital Transformation and Delivery Systems

•     Ensure the provision of digital assistance delivery solutions and technical support to humanitarian and development programs across World Vision Ethiopia, promoting the adoption of appropriate digital platforms, payment systems, and program participant management tools to enhance efficiency, accountability, and scale when requested by program teams.

•     Lead organizational transition toward digital delivery mechanisms and financial inclusion approaches.

•     Initiate, lead, and oversee the integration of LMMS/ITS and other organizational systems with humanitarian assistance delivery platforms, program participant management systems, mobile network operators (MNOs), financial service providers (FSPs), digital payment platforms, and partner portals to strengthen interoperability, data quality, operational efficiency, and end-to-end assistance tracking.

•     Promote adoption of mobile money, banking solutions, e-voucher systems, and emerging digital payment platforms.

•     Develop strategic partnerships with financial service provider, technology partners and mobile network providers.

4. Operations Management and Implementation Oversight

•     Oversee implementation of cash and voucher programs across multiple regions and emergency responses.

•     Provide technical guidance and troubleshooting to field implementation teams.

•     Monitor delivery timelines, operational performance, and program effectiveness.

•     Ensure compliance with donor agreements, operational standards, and contracting requirements.

•     Coordinate with supply chain, finance, operations, and technical teams to ensure smooth delivery.

5. Monitoring, Evaluation, Accountability and Learning (MEAL)

•     Establish and strengthen monitoring, accountability, and learning systems for cash programs.

•     Promote the use of digital monitoring platforms and humanitarian accountability mechanisms.

•     Ensure Post-Distribution Monitoring (PDM) is conducted across all cash and voucher assistance programs to assess effectiveness, utilization, protection outcomes, accountability, and program participants’ satisfaction, and use findings to inform program improvement.

•     Analyze program performance data and recommend corrective actions.

6. Risk Management, Compliance and Financial Stewardship

•     Ensure strong financial oversight and accountability across cash programming.

•     Coordinate reconciliation processes among donors, World Vision, financial service providers, and recipients.

•     Lead identification and mitigation of operational, financial, fraud, and safeguarding risks.

•     Ensure all contracts and partnerships meet organizational and donor compliance requirements.

•     Strengthen internal controls and risk management systems for cash delivery.

•     Support audits, reviews, and compliance monitoring processes.

7. Coordination, Representation and Partnerships

•     Represent World Vision in national cash coordination mechanisms ( ECWG, CCD, ECC).

•    

•     Influence humanitarian cash policy, strategy, and standards at national level.

•     Build relationships with government institutions such as EDRMC, UN agencies, NGOs, donors, and financial service providers.

•     Support collective cash initiatives, inter-agency collaboration, and sector learning.

•     Advocate for cash and market-based solutions within humanitarian response structures.

8. Cash Academy and Localization

•     Lead and strengthen the Cash Academy as a localization and capacity-sharing platform that equips local actors, government institutions, community-based organizations, and humanitarian partners with the skills, systems, and knowledge required to lead and deliver quality, accountable, and scalable cash and voucher assistance programs.

 Educational level required:   

• University degrees in international development, International Relations, Sociology, Social Protection, or related field of study preferred. Additional fields of study relevant to the role may be considered. Employment experience may substitute for some education.
• Technical Training qualifications required on Cash and Voucher a cross different sectors including Food Assistance program (JEOP & WFP) is an asset

Experience:

• Recommended 8 years of relevant progressive experience, out of which 5 years in managerial positions. Experience in a humanitarian environment including significant field operations experience running both emergency & development programs is required.

Additional Experience

• Significant management experience working in emergency response or fragile state contexts.
• Direct experience in implementing cash assistance Programs , market analysis and economic recovery.
• Previous experience of managing highly technical teams in CVA implementation
• Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
• Ability to connect and translate between technical and strategic levels
• Strong interpersonal and relationship management skills and the ability to build credibility and work effectively with culturally diverse groups as well as various staffing levels within member organizations.
• Able to work independently, with a lot of drive, energy, persistence, and dynamism.
• Strong written and verbal communication skills with ability to write reports.
• Proactive, results-oriented, and service-oriented.

Working Environment / Conditions

• Work environment:  Woreda-based with frequent travel to the field where disasters strike and sometimes to conflict areas and under stress conditions (IDPs);
• Travel: 20% travel to Operation areas to support
• On call: 80%
