[What the role is]

As Singapore's lead planning agency for after-death facilities, NEA plays a critical role in ensuring that after-death infrastructure keeps pace with demographic shifts, evolving public expectations, and long-term national planning needs. The Memorial Facilities Planning Division is at the heart of this work, overseeing the long-term planning and provision of these facilities.

In this role, you will serve as the project owner for the planning of the new Funeral Services and Columbarium Complex (FSCC), one of NEA's most significant infrastructure projects, which will house a public columbarium and funeral services complex. Working closely with technical consultants and a multi-disciplinary team, you will translate strategic intent into a facility that meets Singapore's long-term needs for funeral services and niche capacity.

This is an individual contributor role that demands close collaboration with a diverse range of internal and external stakeholders, including agencies, ministries, advisors and industry partners. You will take on responsibilities spanning project planning and management, finance and procurement, and public communications.

[What you will be working on]

You will be responsible for the following:

• Oversee project planning and coordination, including seeking funding approvals and ensuring that key project milestones are met in a timely manner.
• Work closely with technical consultants and the multi-disciplinary team throughout the feasibility and development phases, providing project content, programming, and user requirements.
• Develop and finalise user requirements to ensure that the facility design meets long-term operational and capacity needs.
• Manage stakeholder engagements across diverse range of internal and external stakeholders including community groups, industry partners, and government agencies, ensuring that concerns are heard and addressed constructively.
• Coordinate and prepare updates for relevant officeholders and ministries on key study outcomes and project decisions and seek their endorsement in a timely and thorough manner.
• Develop and oversee public communications plans, ensuring that messaging is clear, accurate, and well-coordinated across agencies.
• Make prompt project-related decisions, including the approval of tender awards and variation orders.
• Develop data-driven insights to support evidence-based decision-making on facility design and long-term capacity planning.

• Adapt to evolving priorities and contribute to cross-divisional efforts as required.

[What we are looking for]

Requirements:

• Experience in development project management, infrastructure planning and contract management, particularly in the context of infrastructure or construction projects. Experience managing large-scale or complex development projects will be an advantage.
• Familiar with government procurement practices and processes, including tender management and contract administration.
• Experience in stakeholder engagement and public communications, particularly on issues that require sensitivity and careful handling.
• Strong analytical and problem-solving skills, with the ability to manage complex projects with multi-stakeholders and competing priorities.
• Sound independent judgement and the ability to engage senior counterparts across agencies, ministries, and the industry.
• Good written and verbal communication skills, with the ability to produce clear and well-structured briefs, reports, and other project documentation.
• Good interpersonal skills and a collaborative spirit, with experience working across diverse internal and external teams.
