Job Summary
The Air Permitting Senior Coordinator is responsible for leading the development, maintenance, interpretation, and strategic management of air permits necessary to support the operation and growth of electric power generation facilities. This role provides oversight of air permitting activities across assigned facilities and projects, including permitting strategy, regulatory review, consultant management, budget oversight, project prioritization, and coordination with plant, environmental, legal, engineering, and leadership teams. The position is accountable for ensuring air permitting work is completed in a timely, accurate, and cost-effective manner while managing regulatory risk, supporting operational flexibility, and providing routine status reporting to leadership.Job Description
Key Accountabilities
•Lead and oversee the review and development of proposed projects related to construction, operation, repairs, and renovations to ensure compliance with federal, state, and local environmental regulations, including requirements to apply for and obtain timely preconstruction and operating permits.
•Manage existing preconstruction and operating air permits by ensuring permits are tracked, renewed, updated, and interpreted accurately to support ongoing plant operations and regulatory compliance.
•Develop and direct air permitting strategies for assigned facilities and projects, including evaluating permitting pathways, identifying regulatory risks, and supporting business decisions that preserve operational flexibility.
•Oversee the preparation, review, submittal, and agency support of air permit applications, registrations, notifications, permit amendments, and related regulatory filings required for construction, modification, and permit revisions.
•Provide oversight, direction, and prioritization for environmental team members, plant personnel, and outside consultants supporting air permitting efforts.
•Manage consultant scopes of work, deliverables, schedules, performance, and invoice review to ensure permitting support is accurate, timely, cost-effective, and aligned with company expectations.
•Provide budget oversight for air permitting activities, including developing cost estimates, supporting annual budget planning, tracking expenditures, reviewing purchase orders and invoices, and communicating budget risks or variances to leadership.
•Prepare and deliver quarterly air permitting status reports that summarize key projects, permitting milestones, regulatory risks, consultant activity, budget status, upcoming deadlines, and issues requiring leadership awareness or direction.
•Track and evaluate environmental regulations related to air quality and permitting, assess potential impacts to Vistra facilities and operations, and provide recommendations to leadership and affected stakeholders.
•Ensure appropriate plant personnel and internal stakeholders understand applicable environmental obligations, permit requirements, project constraints, and compliance expectations.
•Review and provide oversight of environmental notifications, records, and reports, including those associated with Title V annual compliance certifications, annual emissions reports, NSPS, TRI, GHG, CEMS, allowance reports, MATS reports, deviation reports, and other quarterly or annual reports pursuant to air permitting and air regulatory requirements.
•Provide subject matter expertise and management support for compliance obligations associated with air permit requirements and air regulatory programs that impact assigned facilities.
•Participate in and support plant Compliance Assistance Visit directives, corrective action planning, and follow-up activities as necessary.
•Perform all other duties as assigned.
Education, Experience, and Skill Requirements
•Bachelor’s degree in environmental science, environmental engineering, engineering, or a related field preferred.
•Minimum of 7 years of experience in a corporate, agency, or consulting environment performing air permitting work and/or providing oversight of environmental regulatory compliance programs.
•Demonstrated experience leading air permitting projects, managing regulatory deliverables, and coordinating cross-functional teams or external consultants.
•Experience managing consultant scopes of work, project schedules, budgets, purchase orders, invoices, and performance expectations preferred.
•Experience preparing and presenting project status updates, regulatory summaries, budget information, and recommendations to multiple levels of responsibility within an organization, including field personnel, peers, senior management, clients, consultants, and other stakeholders.
•Ability to read, comprehend, and interpret complex environmental rules, regulations, permits, guidance, and agency correspondence.
•Strong leadership, communication, critical thinking, analytical, and decision-making skills.
•Self-motivated, organized, and able to perform well under pressure, prioritize competing workstreams, manage resources productively, and meet high-pressure deadlines across multiple projects.
