About the role

The Advisor – Natural Gas Policy within gas & power trading organization’s Regulatory Affairs department is a subject matter expert (SME) on federally regulated natural gas pipelines in Canada and the U.S.

The position serves as the company's technical and strategic authority on assigned NG pipeline rates, tariffs, transportation services, and regulatory proceedings. This role monitors, analyzes, and influences regulatory developments affecting interstate and intrastate NG pipelines, with a primary focus on proceedings before the Canada Energy Regulator (CER) and the Federal Energy Regulatory Commission (FERC).

The role provides commercial, legal, and executive interested parties with timely analysis of pipeline rate cases, tariff amendments, certificate proceedings, and emerging regulatory policies. The position supports commercial optimization by identifying regulatory risks and opportunities that affect transportation costs, market access, and infrastructure development across North

American NG markets.

Experience with Canadian/Provincial financial regulation and derivatives reforms is positive.

Key Responsibilities

Regulatory Monitoring & Analysis

  • Supervise and evaluate regulatory developments, rule-makings, rate cases, tariff filings, certificate applications, and policy initiatives before FERC, CER, and other relevant regulatory agencies.
  • Analyze pipeline tariffs, general terms and conditions, negotiated rate agreements, transportation services, and compliance requirements.
  • Assess commercial and operational impacts resulting from regulatory actions affecting NG transportation, storage, LNG infrastructure, and related market activities.
  • Develop concise executive summaries and strategic recommendations for leadership.

Pipeline Rates & Tariff Expertise

  • Serve as the company’s subject matter expert on interstate and interprovincial NG pipeline ratemaking principles, cost-of-service methodologies, rate build, and tariff provisions.
  • Review and interpret proposed pipeline rate cases, Section 4 filings, Section 5 proceedings, settlement agreements, and related regulatory actions.
  • Advise commercial teams regarding transportation rights, service priorities, tariff interpretation, capacity management, and operational requirements.
  • Find opportunities to challenge, influence, or support pipeline rate and tariff proposals with business objectives

Interested party Engagement & Advocacy

  • Develop and maintain productive relationships with regulatory agencies, industry associations, pipeline operators, legal counsel, and external parties.
  • Prepare regulatory comments, intervention pleadings, protest filings, testimony support materials, and executive briefing documents.
  • Represent the company in industry working groups, trade associations, technical committees, and regulatory conferences.
  • Coordinate with legal, commercial, government affairs, and business development teams on strategic regulatory matters.

Strategic Advisory

  • Provide authority guidance on regulatory considerations associated with transportation contracting, infrastructure expansions, market access opportunities, pipeline certifications, and commercial transactions.
  • Support mergers, acquisitions, new projects, and business development initiatives through regulatory due diligence and risk assessments.
  • Identify emerging regulatory trends and develop proactive strategies to protect and advance company interests.

Essential education, experience and requirements

  • Bachelor’s degree in economics, Engineering, Business, Public Policy, Finance, Law, Energy Management, or a related field.
  • Seasoned professional with experience in natural gas pipeline regulation, pipeline commercial operations, energy regulatory affairs, legal/regulatory consulting, or related field.
  • Demonstrated expertise in natural gas pipeline rates, tariffs, transportation services, and regulatory proceedings.
  • Significant experience in the administration of Canada Energy Regulator (CER) and Federal Energy Regulatory Commission (FERC) settlement and litigation proceedings.
  • Experience with Canadian pipeline regulatory frameworks.
  • Strong understanding of:
    -Natural Gas Act (NGA)
    -Natural Gas Policy Act (NGPA)
    -FERC and CER pipeline ratemaking methodologies
    -Tariff construction and interpretation
    -Open access transportation requirements
    -Certificate and infrastructure approval processes
  • Outstanding analytical, written communication, and interested party management skills.
  • Strong verbal communication skills with illustrated ability to advocate and facilitate negotiations toward consensus agreement. Ability to translate sophisticated regulatory concepts into actionable business recommendations.
  • Demonstrated experience with Artificial Intelligence tools.

Desirable Criteria

  • · Advanced degree (MBA, Master's, JD, LLM, or equivalent).
  • Direct participation in pipeline rate cases, tariff litigation, settlement negotiations, or certificate proceedings.
  • Experience supporting natural gas producers, marketers, utilities, LNG developers, midstream operators, or energy trading organizations.
  • Familiarity with North American natural gas transportation markets, capacity release mechanisms, and pipeline commercial practices.
  • Active involvement with industry organizations such as INGAA, NGSA, CEPA, Canadian Association of Petroleum Producers (CAPP), or NARUC.
  • Experience with AI tools; proven success using such tools is a plus.
