Job Description:

2nd Line Risk Analyst (BCC Cairo)

Egypt

Full Time - Hybrid

We make health happen:

The core purpose of this role is to provide high-quality risk analysis, evidence review and desktop assurance support across the Risk Assurance, TPRM and BCC Risk function.

The 2nd Line Risk Analyst will support the Head of Risk Assurance and Risk Assurance Managers by undertaking analytical second-line oversight activity across all risk domains, with the exception of IT risk, across UKI and Functions. The role will support delivery of an agreed assurance plan by reviewing risk and control information, analysing evidence, identifying themes, and completing desktop assurance reviews using inputs from Risk and Compliance Business Partners. The role holder will flag concerns, emerging issues and potential control weaknesses through the relevant Risk and Compliance Business Partners, supporting timely escalation, consistent challenge and clear visibility of risk exposure. This role is a critical enabler of effective second-line oversight.

The role is expected to provide the analytical capability and risk insight needed to complement the work of Risk Assurance Managers, ensuring that assurance activity is evidence-based, well documented and aligned to Bupa’s Risk Management Framework, customer outcomes and relevant FCA and PRA expectations for health insurance.

How you’ll help us make health happen:

  • Undertake risk analytical work across the UKI, BG & Functions portfolio, covering all risk domains with the exception of IT risk.
  • Support the delivery of an agreed desktop assurance plan, ensuring reviews are evidence-based, proportionate, clearly documented and completed to agreed timelines.
  • Use feedback and insight from Risk and Compliance Business Partners to inform assurance activity, identify areas of concern and support targeted review activity.
  • Review risk and control information, including risk registers, incidents, issues, actions, control assessments, management information, assurance findings and other relevant evidence.
  • Identify themes, trends, control weaknesses, data quality issues and emerging risks that may require further review, escalation or management action.
  • Flag concerns and potential issues through the relevant Risk and Compliance Business Partners, ensuring that escalation is timely, clear and supported by evidence.
  • Support second-line oversight activity by assessing whether first-line teams are identifying, assessing, managing, monitoring and reporting risks in line with agreed frameworks, standards and regulatory expectations.
  • Prepare clear analytical outputs, assurance summaries, working papers, issue logs, evidence reviews and management information to support Risk Assurance Managers and senior risk stakeholders.
  • Contribute to the development of consistent second-line assurance approaches, templates, reporting and evidence standards across UKI and Functions.
  • Support the assessment of third-party, outsourcing, operational, conduct, customer, regulatory, resilience, strategic and change-related risks, excluding IT risk.
  • Maintain accurate records of assurance activity, findings, evidence reviewed, conclusions reached and actions identified.
  • Work collaboratively with Risk Assurance Managers, Risk and Compliance Business Partners, Enterprise Risk, TPRM, BCC stakeholders, UKI teams and Functions to support joined-up oversight.
  • Apply professional judgement and curiosity when reviewing evidence, challenging whether risks and controls are appropriately understood, evidenced and managed.
  • Support the production of concise risk reporting and governance updates for committees, senior stakeholders and relevant oversight forums.
  • Help ensure that second-line oversight remains clearly distinct from first-line ownership, while providing constructive support, insight and challenge.

Key Skills / Qualifications needed for this role:

  • Experience in a risk analyst, assurance analyst, compliance analyst, operational risk, enterprise risk, internal audit, controls, governance or related role.
  • Good understanding of risk management frameworks, control environments, assurance activity, issue management, risk reporting and governance escalation.
  • Knowledge of FCA and PRA regulatory expectations relevant to health insurance, customer outcomes, conduct risk, operational resilience and regulated insurance activity is desirable.
  • Experience reviewing risk and control information, assurance evidence, management information, incidents, issues, actions or risk registers.
  • Strong analytical skills, with the ability to identify trends, themes, gaps and potential areas of concern from multiple sources of information.
  • Strong written communication skills, with the ability to prepare clear assurance summaries, working papers, risk analysis, issue records and management information.
  • Ability to work with structured assurance plans and complete desktop reviews in a well-controlled, evidence-based and timely manner.
  • Understanding of the Three Lines model and the role of independent second-line oversight, advice and challenge.
  • Ability to work collaboratively with Risk and Compliance Business Partners, Risk Assurance Managers and stakeholders across UKI and Functions.
  • Comfortable working across a broad risk remit, including third-party risk, outsourcing, operational risk, conduct, customer, regulatory, resilience, strategic and change-related risk, excluding IT risk.
  • Good organisational skills, with the ability to manage competing priorities, maintain accurate records and meet agreed deadlines.
  • Professional curiosity, sound judgement and confidence to flag concerns or escalate issues where evidence, risk exposure or control effectiveness is unclear.
  • Experience using GRC systems, risk registers, reporting dashboards, Power BI, Excel and Microsoft software packages is desirable.
  • Insurance or health insurance experience is desirable.
  • Relevant professional qualification or willingness to work towards a qualification in risk, compliance, audit, governance, insurance or financial services is desirable.
