About the Position

The Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA) Specialist works closely with the UOCAVA Supervisor to provide support to the UOCAVA Division during elections. This position distributes and processes electronic ballots for Military and overseas Voters. Additionally, the UOCAVA Specialist assists with training, supports temporary workers in the UOCAVA division, and provides administrative support to the department.

Outside of an election cycle, the UOCAVA Specialist will assist with Voter Registration form data entry, voter record modifications, Voter Registration database auditing and maintenance, including address verification mailings, push & pull of outside agency data, data maintenance, as well as assisting with reviewing and reconciling other Voter Databases (e.g., UOCAVA, Alternate Format tables, AEVL, etc.).

We Require

  • Two (2) years’ experience performing office, administrative, and clerical duties
  • High school diploma or GED

Other Requirements

  • Must be registered, or eligible to register, to vote in Arizona
  • Must successfully complete the next Secretary of State Election Officer Certification
  • Must be able to pass applicable background screening

We Also Value

  • One (1) year of experience in a supervisory or leadership role
  • One (1) year of experience in performing administrative duties in an Election office environment
  • Critical thinking skills
  • Experience with Lean/Six Sigma principles

Job Contributions

  • Performs office support duties for Federal Post Card Applications (FPCA) entries and other support duties for the UOCAVA process and division
  • Performs timely data entry/research of received FPCA forms to ensure adherence with federal and state statutory requirements (24-hour turnaround)
  • Scans FPCA forms that serve as alternate Voter Registration forms
  • Flags Military and Overseas Citizens ballots for production
  • Supports the distribution of UOCAVA ballots (by mail, fax, or sent electronically)
  • Assists with responding to incoming inquiries from UOCAVA voters regarding process and submission requirements and preparing returned UOCAVA ballots for disposition and duplication
  • Assists with signature verification of returned voter Early Voting packets and entry and maintenance of the Active Early Voting List of voters
  • Assists with flagging of Early Voting Ballot requests
  • Off-cycle, the UOCAVA Specialist will assist with Voter Registration form data entry, voter record modifications, Voter Registration database auditing and maintenance, including address-verification mailings, push & pull of outside-agency data, data maintenance, etc.
  • Off-cycle, assists with reviewing and reconciling other Voter Databases (e.g., UOCAVA, Alternate Format tables, AEVL, etc.)
  • Assists other divisions of the Elections Department in performing their functions with regard to the conduct of elections

Working Conditions

This position requires extensive mandatory overtime during the Primary/General Election cycles, and as needed. This position requires frequent lifting up to 20 lbs and carrying/pulling/pushing this amount of weight for a minimum distance of 20 feet. Evenings and some weekend work will also be required.
