This is an exciting opportunity for a skilled programme and project management professional to drive service improvement, business change, and innovation within Adult Social Care.
The successful candidate will be responsible for coordinating and delivering complex transformation projects, ensuring programmes achieve their intended outcomes, benefits, and service improvements within agreed timescales, budgets, and quality standards. Working as part of the Adult Services Management Team, you will collaborate closely with senior leaders, health partners, third-sector organisations, project teams, and key stakeholders to deliver sustainable change that improves outcomes for residents, carers, and communities.
This role requires a proactive and resilient individual who can work independently, influence stakeholders at all levels, challenge established ways of working and drive a culture of continuous improvement across Adult Services.
What will your responsibilities be?
- Leading the planning, design, delivery, and evaluation of strategic transformation programmes across Adult Services.
- Managing a portfolio of projects focused on business change, service redesign, transformation, and benefits realisation.
- Establishing and maintaining effective programme governance arrangements, ensuring risks, dependencies, and issues are actively managed.
- Monitoring programme performance and progress, initiating corrective actions where necessary to ensure successful delivery.
- Working closely with Heads of Service, Senior Managers, and project teams to align resources and ensure delivery of strategic priorities.
- Managing programme budgets, monitoring expenditure, and ensuring resources are utilised effectively to deliver best value.
- Developing and overseeing programme documentation including business cases, project plans, risk registers, benefits realisation plans, performance reports, and governance papers.
- Leading stakeholder engagement and co-production activities involving colleagues, partner organisations, service users, carers, and communities.
- Building and maintaining strong relationships with health partners, third-sector organisations, and other stakeholders to support collaborative transformation initiatives.
- Promoting and embedding programme and project management methodologies, ensuring accountability and consistency across transformation activity.
- Supporting the development of funding opportunities, preparing bids, and advocating for resources to support programme delivery where required.
- Leading communication and engagement activities to raise awareness of Adult Services transformation programmes, projects, achievements, and objectives.
- Reporting programme progress to senior leadership teams, boards, and governance groups, providing clear recommendations and solutions to emerging challenges.
- Contributing to service development, innovation, and continuous improvement across Adult Services.
Qualifications & Experience:
To be successful in this role you must have,
- Degree or equivalent professional qualification, or significant equivalent experience in programme, project, or transformation management.
- Recognised Programme or Project Management qualification such as MSP, Agile, PRINCE2, or equivalent demonstrable experience.
- Evidence of continuous professional development in leadership, management, programme delivery, or organisational change.
- Significant experience successfully managing and delivering complex transformation programmes or large-scale projects.
- Experience of service redesign, business change, and transformation within public sector or operational service environments.
- Strong financial management experience including budget monitoring, resource planning, and benefits realisation.
- Experience developing effective stakeholder relationships across multiple organisations and professional disciplines.
- Strong knowledge of programme and project management methodologies, governance arrangements, and performance management frameworks.
- Understanding of co-production and the importance of involving service users, carers, and communities in service design and decision-making.
- Excellent analytical, leadership, communication, presentation, and problem-solving skills.
- Advanced knowledge of Microsoft 365 applications including Word, Excel, PowerPoint, Teams, and Planner.
- Experience within Adult Social Care, Health, Local Government, or wider public sector environments is desirable.
- Welsh language skills are desirable.
- Ability to travel throughout Powys and attend meetings across local, regional, and national locations.
