PRIMARY FUNCTION

The System/Environment Administrator provides system administration, environment management, and operational support for enterprise application modernization efforts supporting the Executive Office for Immigration Review (EOIR). This individual is responsible for configuring, maintaining, monitoring, and supporting application environments to ensure systems remain available, secure, stable, and ready to support development, testing, deployment, and ongoing operations.

The System/Environment Administrator works closely with developers, solution architects, security personnel, testing personnel, project management, and Government stakeholders to manage system configurations, user access, application deployments, environment readiness, and operational issues. This individual supports environments throughout the system development lifecycle and helps ensure technical solutions are implemented and maintained in accordance with established configuration, security, and operational requirements.

ESSENTIAL FUNCTIONS

  • Configure, administer, maintain, and monitor application systems and supporting environments.
  • Support development, testing, staging, production, and other applicable environments throughout the system development lifecycle.
  • Monitor system availability, performance, capacity, and operational health and identify potential issues before they impact users or mission operations.
  • Perform routine system administration activities, including configuration management, maintenance, patching, upgrades, and troubleshooting.
  • Coordinate application deployments, releases, configuration changes, and environment promotions with developers, testers, and project personnel.
  • Support environment readiness activities to ensure systems, configurations, integrations, data, and dependencies are available for development, testing, and production activities.
  • Administer user accounts, roles, permissions, and system access in accordance with approved access control and security requirements.
  • Collaborate with Security Engineers to implement system hardening, access controls, security configurations, vulnerability remediation, and other applicable security requirements.
  • Support identity and access management activities and coordinate with applicable enterprise authentication and authorization services.
  • Monitor system logs, alerts, application services, scheduled processes, integrations, and other operational components to identify and troubleshoot issues.
  • Investigate and resolve system, application, configuration, connectivity, access, and environment-related incidents and technical issues.
  • Coordinate with developers and integration personnel to troubleshoot application and interface issues that involve environment or configuration dependencies.
  • Support backup, recovery, restoration, continuity, and contingency activities in accordance with established requirements and procedures.
  • Support system patching, upgrades, maintenance activities, and configuration changes while minimizing disruption to ongoing Government operations.
  • Maintain configuration baselines and document changes to system and environment configurations.
  • Support vulnerability remediation and validation activities in coordination with security personnel.
  • Support testing activities by configuring and maintaining appropriate environments, user access, application versions, integrations, and supporting services.
  • Assist with production deployments, release validation, post-deployment monitoring, and stabilization activities.
  • Develop and maintain system administration documentation, configuration records, standard operating procedures, deployment procedures, troubleshooting guides, and other technical artifacts.
  • Identify operational risks, system dependencies, capacity concerns, and technical issues and communicate potential impacts to project and technical leadership.
  • Participate in technical reviews, release planning, change management activities, Agile ceremonies, project meetings, and operational readiness reviews.
  • Support transition, knowledge transfer, implementation, and ongoing system operations and maintenance activities.

SUPERVISORY RESPONSIBILITIES: No

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.
  • Experience administering and supporting enterprise application environments.
  • Experience supporting application modernization, cloud migration, or digital transformation initiatives.
  • Experience administering Microsoft-based and cloud-hosted application environments.
  • Familiarity with Microsoft Azure and Microsoft 365 technologies.
  • Experience supporting development, testing, staging, and production environments.
  • Knowledge of system configuration management, patching, upgrades, maintenance, and environment lifecycle management.
  • Experience supporting application deployments, releases, and environment promotions.
  • Knowledge of identity and access management, user provisioning, permissions, authentication, authorization, and role-based access controls.
  • Experience with system monitoring, logging, alerting, performance monitoring, and troubleshooting.
  • Knowledge of backup, restoration, disaster recovery, and continuity practices.
  • Familiarity with system hardening, vulnerability remediation, and secure configuration practices.
  • Experience troubleshooting application, system, network connectivity, integration, and environment-related issues.
  • Familiarity with configuration management, change management, and release management practices.
  • Experience working within Agile software development and DevSecOps environments.
  • Familiarity with Azure DevOps or similar development and work management tools.
  • Strong analytical, troubleshooting, documentation, and problem-solving skills.
  • Ability to effectively collaborate with technical teams, project leadership, and Government stakeholders.

QUALIFICATIONS:

  • Must be a US Citizen.
  • Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
  • Bachelor's degree from an accredited college or university and relevant professional experience in systems administration, cloud administration, information technology, computer science, or a related discipline.
  • Ability to successfully pass a pre-employment drug test and background check.

PLACE OF PERFORMANCE

The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
