Job Description:
What’s the role
Deliver timely, competitive and compliant sourcing and contract-management support for Shell Venezuela (SVSA), primarily for onshore production and growth activities, with offshore support as assigned by the Supply Chain Manager (SCM). Translate business requirements (scope) into fit-for-purpose sourcing events and contracts, manage assigned supplier and contract activities, and improve cost, delivery, quality and supply reliability.
Independently execute assigned activities within approved sourcing strategies, processes and delegated authority. Work with business stakeholders and relevant specialists to address Ethics & Compliance, HSSE, commercial and supply-continuity risks, escalating material exceptions and decisions outside the role’s authority to the SCM.
What you’ll be doing
- Embed applicable contractor Ethics & Compliance, HSSE, supplier due-diligence and social-performance requirements into sourcing and contract activities. Coordinate required specialist reviews, including E&C, trade-compliance reviews where applicable, obtain approvals and escalate concerns. Compliance interpretations and exceptions remain with authorised specialists and approvers.
- Analyse supplier pricing, cost breakdowns and total cost of ownership. Progress opportunities for competitive sourcing, demand optimisation, standardisation and improved commercial terms; validate benefits with business stakeholders and Finance as appropriate.
- Work with the execution teams as applicable, to clarify scopes, specifications, demand forecasts and delivery dates. Maintain an agreed sourcing plan for assigned requirements, aligned with project and operational priorities and approved category strategies.
- Assess local and international supplier capability, capacity, availability, lead times and logistics exposure. Monitor agreed performance measures and corrective actions, flag supply constraints early and support approved mitigation plans. Manage assigned supplier interfaces; support government-agency engagements only when authorised and with relevant functional oversight.
- Execute sourcing events within approved strategies, including market enquiries, tender documentation, commercial evaluations, negotiations and award recommendations. Coordinate technical evaluations and specialist input, secure required approvals and maintain a complete, auditable decision record.
- Administer assigned contracts through mobilisation, performance reviews, variations, expiry and renewal planning, and close-out. Support contract holders in tracking obligations, resolving commercial invoice discrepancies and preparing claims responses; escalate material issues and obtain approvals before commitments or changes are made.
- Identify opportunities to increase participation by capable Venezuelan suppliers, consistent with approved local-content and supplier-diversity objectives, competition requirements and compliance controls. Coordinate supplier engagement and capability-development actions with the SCM and relevant stakeholders.
- Maintain accurate sourcing, contract and supplier records in approved systems. Report sourcing milestones, validated value, contract-expiry exposure and supplier risks. Apply fit-for-purpose processes, share relevant category and One SC practices, and simplify assigned activities without weakening mandatory controls.
What you bring
- Degree in Business, Supply Chain, Engineering or a related discipline, or equivalent relevant experience. CIPS qualification or progress towards it is desirable, not mandatory.
- Demonstrated experience executing tenders, commercial evaluations, negotiations, award recommendations and post-award contract activities, with clear evidence of personal delivery and sound governance.
- Experience translating operational demand into clear scopes and sourcing plans. Experience supporting production, maintenance, projects or oilfield services is desirable, together with an understanding of Venezuelan supplier-market conditions and supply constraints.
- Ability to assess supplier pricing, cost breakdowns, total cost of ownership and commercial risks, and prepare clear, evidence-based recommendations.
- Working proficiency in procurement/ERP systems, Excel and commercial reporting; able to maintain reliable data and use analysis to prioritise actions.
- Resolve routine commercial issues independently within approved boundaries, recognise when specialist input or escalation is required, and uphold HSSE, Ethics & Compliance and confidentiality requirements.
- Spanish and English proficiency sufficient for local supplier engagement, tender and contract documentation, and internal business interfaces. Build effective relationships, communicate recommendations clearly and influence stakeholders without formal authority.
- Manage competing priorities, follow through on commitments and identify practical improvements that strengthen commercial outcomes, process efficiency and data quality.
