Site Safety Officer

Triumvirate Environmental, one of North America’s largest environmental services firms, is seeking an experienced Site Safety Officer to support onsite bulk tanker operations in the Greater Austin Area, Texas. This position is vital to ensuring safe and compliant hazardous and non-hazardous bulk waste transfer and transportation operations.

 

The successful candidate will work closely with onsite leadership, Field Supervisors, Technicians, and drivers to maintain regulatory compliance and promote a positive learning safety culture rooted in continuous improvement. This role requires a strong field presence and a proactive, detail-oriented professional with strong communication skills and a commitment to operational excellence.

This position reports to the Regional Environmental, Health & Safety Manager and is based on site in the Greater Austin Area, Texas.

Key Responsibilities:

  • Provide EHS and transportation compliance oversight for bulk tanker loading and offloading operations.
  • Conduct routine field inspections, safety observations, and audits to identify hazards and ensure compliance with Triumvirate procedures and customer requirements.
  • Ensure compliance with client EH&S requirements, including but not limited to compliance with contractor safety manual, onboarding requirements, random drug and alcohol testing program compliance and incident reporting requirements.
  • Verify tanker, chemical, hose, fitting, gasket, and transfer equipment compatibility prior to loading operations.
  • Ensure proper use of PPE, respiratory protection, secondary containment, truck berms, spill-response equipment, and other required safety controls.
  • Review and maintain Job Hazard Analyses (JHAs), SOPs, and other safe-work procedures for bulk tanker operations.
  • Monitor high-risk transfer activities and exercise Stop Work Authority when unsafe or non-compliant conditions are identified.
  • Conduct industrial hygiene assessments and air monitoring associated with chemical transfers and other high-risk activities.
  • Coordinate and conduct training on RCRA, DOT, OSHA, HAZWOPER, respiratory protection, confined space, and applicable site-specific requirements.
  • Review hazardous material and waste shipping documentation, including manifests, shipping papers, markings, labels, and placarding.
  • Support transportation compliance activities involving tanker inspections, driver requirements, vehicle documentation, and DOT/FMCSA requirements.
  • Lead incident and near-miss investigations and perform causal analysis using Human and Organizational Performance (HOP) principles.
  • Track corrective and preventive actions (CAPA) resulting from incidents, observations, audits, and inspections through completion.
  • Coordinate emergency preparedness activities and participate in drills involving chemical spills, releases, exposures, fires, and other potential emergencies.
  • Maintain accurate safety, training, inspection, incident, and compliance records and support customer and regulatory audits.
  • Partner with onsite Operations to identify trends, reduce operational risk, and drive continuous improvement in safety and compliance.

These responsibilities complement the Operations Supervisor's operational ownership of scheduling, personnel, manifests, loading activities, air monitoring, and spill readiness rather than duplicating the Supervisor position. They also include support of high-risk activities performed by the Tanker Technicians, including containment setup, hose connections, pump operation, compatibility verification, work at height and continuous transfer monitoring.

Basic Requirements:

  • Bachelor’s degree in environmental health and safety or related field, or 5–7 years of relevant experience in lieu of degree.
  • Working knowledge of OSHA, RCRA, DOT, FMCSA, and environmental regulations applicable to hazardous materials and waste operations.
  • Experience conducting EHS inspections, incident investigations, and employee training.
  • Knowledge of hazardous chemical handling, bulk transfer operations, and transportation safety.
  • Ability to conduct air monitoring and use direct-reading instrumentation.
  • Excellent communication, collaboration, analytical, and problem-solving skills.
  • Ability to work independently and effectively with onsite operations teams.
  • Capable of interacting effectively with customer representatives and state and federal regulatory inspectors.
  • Ability to work in a manufacturing environment involving hazardous chemicals and waste.
  • Must be eligible to work in the United States without future sponsorship.
  • Must have a reliable form of transportation.
  • Must be willing to consent to Motor Vehicle Record screening, criminal background check, pre-employment physical, and drug screen (inclusive of THC)
  • Upon employment, you will be required to participate in a random drug screening program (inclusive of THC) as part of our company’s commitment to maintaining a safe and healthy work environment 
  • Must be able to lift 60 pounds on a regular basis 
  • The Site Safety Officer frequently handles hazardous chemicals and biological waste and is responsible for putting on and taking off personal protective equipment. This role is considered safety-sensitive. 

Preferred Requirements:

  • CSP, ASP, CHMM, or similar certification.
  • Active HAZWOPER 24- or 40-hour certification.
  • Experience with bulk tanker loading/offloading or hazardous chemical transfer operations.
  • Experience in semiconductor, advanced manufacturing, chemical manufacturing, or environmental services.
  • Experience with TCEQ, OSHA, DOT, and FMCSA requirements.
  • Experience with respiratory protection, industrial hygiene, and confined-space programs.
  • Knowledge of Intelex or other EHS management systems.
