Reimagine What’s Possible
Functional Responsibilities:
•Overall accountable for delivering a completed project construction safely, with high quality, on schedule and within budget;
•Organize a competent construction supervision task force with supports from home office. Coach and develop the site team during execution. Provide feedback on site staff’s performance to home office director.
•Execute the site administrative management. Play the SPOC role of site crisis management.
•Work with Project Manager to agree on construction execution strategy, schedule and key milestones.
•Attend design review meeting, more focus on the constructability and provide construction sequence to help design package be issued to meet site demands.
•Oversee, coach, and coordinate the work of the field staffs; Ensure all work procedures and instructions be implemented with high compliance rate; Make sure site management systems (Safety, QA/QC, Schedule and Cost Control) work well. Escalate critical issues to home office in time;
•Draft and release construction weekly report timely and appropriately. Outstanding issues shall be identified such as schedule delay, potential claims, permitting issues. Mitigation plan shall be placed in a timely fashion. Closely monitor the improvement progress;
•Organize daily and weekly meeting with AP supervision staffs and contractor management team;
•Approve contractor’s progress payment as well as field change request;
•Attend customer’s meeting as per PM’s delegation;
•Support PM to coordinate the interfaces with customer or/and local authorities;
•Evaluate contractor’s performance at construction completion;
•Organize construction lessons learning meeting as per project plan. Share the lessons with whole department for better improvement;
Qualification Requirements:
•Incumbent is expected to have Bachelor’s Degree of Engineering or above. Further Management education would be beneficial;
•Incumbent is expected to have 15+ years work experience in a similar work environment, i.e. Construction Engineering on Petrochemical, Chemical, Industry Gases;
•Demonstrated experience in leading successful teams, challenging traditional strategies to enhance competitiveness. Incumbent should have demonstrated skills in strategic thinking, resource planning and development.
•Incumbent is expected to have certain working knowledge of the technologies which the team works with, as well as a comprehensive understanding of key construction engineering work processes, such as site safety management, construction work process, quality assurance and control system, cost control and change management, strong skills on schedule control tools operating (Primavera Tools);
•Strong influencing skills are required to effectively manage site staffs. A proven ability to clearly communicate technical issues with partners, as well as strong ability to handle multiple demands and commitments is essential to successfully fulfill this role.
•Also English language skills are essentially necessary.
