Job Description:

This position is responsible for high-level data analysis and reporting, preparation of Legislative reports and presentations, data system and testing oversight, creation of and guidance to staff on data governance, and operational leadership for case review. This position operates as a system administrator. They facilitate our Systems Improvement Workgroup, manage front-end system design requirements, oversee agency-wide data integrity and security permissions, and coordinates with the OCIO on IT migrations and updates. This position has administrative authority and cross-departmental project management required to sustain a variety of agency operations.

Job Duties:

• Business systems administration and IT liaison acting as the primary bridge between agency staff and the OCIO to translate business needs into technical data system specifications; system oversight and management of system requirements including user acceptance testing and troubleshooting of internal applications; oversees major technical shifts (e.g., OAC to Power BI) and monitors system functionality and security.
• Functional lead with project management and statutory reporting by coordinating data analysis, visualization and reporting milestones, and securing approvals from leadership for report submission to the Legislature; develops complex research designs and applies statistical methodologies to evaluate outcomes across child welfare and juvenile justice systems; creates and maintains Standard Operating Procedures and data dictionaries to preserve institutional knowledge.
• Manages the monthly b2i Program case selection for case reviews and finalizes review reports for the court.
• Translates data findings into high-level presentations and briefs for staff/FCRO volunteers, system partners, the Legislature, and the public; develops data content for the agency’s public website and FCRO social media; represents the agency at various stakeholder meetings; trains staff on software applications and data entry standards.
• Establishes and administers data governance regarding quality, data privacy, and regulatory compliance; security administration for database access and monitors internal Quality Assurance (QA) performance measures.
• Tracks national evidence-based practices to inform agency special study reports and related legislative recommendations.
• Other duties as assigned and within the scope of the classification.

Requirements / Qualifications
Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.

Preferred Qualifications:

Knowledge of: the Nebraska child welfare and juvenile justice systems; query writing and programming language; program analysis and evaluation techniques; statistical theory, sampling, and survey techniques.

Ability to: interpret and administer data governance policies and regulations to ensure data quality, privacy and compliance.

Other: Regular and reliable attendance required.

 

Knowledge, Skills and Abilities:

Knowledge of: principles and practices of research design and statistical analysis; manual and automated methods for data collection and analysis; survey and statistical software programs (e.g. SPSS); business intelligence tools for data analysis and visualization (e.g. Tableau and Power BI); quality assurance principles and methods; effective communication and presentation techniques.

Ability to: interpret and understand policies, regulations, and programs related to statistical research; interpret and administer policies and regulation pertinent to research and statistics; collect and analyze research material and data; effectively describe and communicate data findings with interested groups; interact with diverse groups and individuals to exchange information and ideas; interpret and apply state and federal laws and standards, and agency rules, polices, and procedures; understand and apply technical narrative material including manuals, handbooks, and instructional memoranda and computer printouts.
