Opportunity Awaits, Apply Today! – Senior Policy Advisor – Health Care Market Oversight
The Oregon Health Authority (OHA), within the Health Policy & Analytics Division, is seeking a Senior Policy Advisor to support the Health Care Market Oversight (HCMO) Program. Established under Oregon House Bill 2362, the program reviews qualifying health care business transactions, including mergers, acquisitions, and affiliations, to evaluate their potential impacts on health care costs, access, quality, and health equity. This position plays a critical role in ensuring that health care consolidation supports Oregon’s statewide health policy goals and the well-being of its residents.
The Senior Policy Advisor leads complex health care transaction reviews involving hospitals, health systems, health insurance plans, and other health care providers. Responsibilities include developing analytical plans, coordinating internal and external subject matter experts, managing consultants and contracts, evaluating data and research, and synthesizing findings into reports, recommendations, and legal orders. The position also leads follow-up reviews to assess compliance with transaction conditions and evaluate changes in health care markets over time. Success requires strong project management, critical thinking, policy analysis, and written and verbal communication skills, along with the ability to manage competing priorities and meet statutory deadlines.
In addition to leading transaction reviews, the Senior Policy Advisor contributes to program development by recommending policy strategies, developing processes and guidance, and identifying opportunities to improve regulatory oversight. The position collaborates closely with the Oregon Department of Consumer and Business Services, the Oregon Department of Justice, other government agencies, health care organizations, community partners, and the public. Through independent analysis, strategic recommendations, and meaningful partner engagement, this role helps OHA promote transparency, protect consumers, and advance a health care system that is accessible, affordable, high-quality, and equitable for all Oregonians.
