LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Monitoring and Evaluation Advisor will support the design, implementation, and oversight of comprehensive monitoring and evaluation systems to assess the effectiveness of global health security programs in Zambia.

The Senior M&E Advisor will support the Zambia National Public Health Institute and the appropriate multisectoral Government of Zambia (GRZ) departments and agencies to effectively monitor and evaluate lifesaving global health security interventions in Zambia.

The Senior M&E Advisor will be based at the Zambia National Public Health Institute (ZNPHI). The Advisor will receive direction from Director-Strategic Planning and Information Management of the ZNPHI who will serve as the onsite supervisor. The Advisor will also report to the US Embassy Lusaka’s Health Coordination Offices’ Senior Public Health Advisor on a weekly and monthly basis. The Advisor will support the ZNPHI in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the U.S. Presidential Executive Order (EO) directives. 

Responsibilities

Capacity Building and Technical Support

  • Build M&E capacity among staff and implementing partners.
  • Provide technical assistance to GHS program teams on data collection and analysis.
  • Support integration of M&E into routine program planning and implementation.

Data management and analysis

  • Support data collection, quality assurance, and assurance processes to ensure accuracy and reliability.
  • Support quantitative and qualitative data analysis of GHS data to assess program performance and outcomes.
  • Strengthening maintenance of databases and information systems for GHS indicators.

Evaluation and Assessment

  • Support evaluation of GHS programs.
  • Support the design and implementation of special studies, operational research, and impact evaluations.

Monitoring and Evaluation systems design and implementation

  • Support the development of performance indicators, targets and benchmarks.
  • Strengthen national M&E frameworks and systems for collecting and utilizing global health security data at all levels, including indicators to monitor progress towards global and national targets.
  • Support implementation of M&E-related recommendations from program reviews, epidemiological assessments, and external evaluations; analyze ongoing issues related to data quality; and identify corrective actions for ZNPHI and stakeholders.
  • Support the adoption, integration, interoperability, and use of electronic reporting systems such as SmartCare, DHIS2, eIDSR, DISA, etc.
  • Support the collection, compilation, and validation of GHS data for routine reporting to global bodies.
  • Provide technical assistance for protocol development and data analysis.
  • Support priority national data collection and analysis activities including prevalence surveys, epidemiological assessments, and other studies.

Communications

  • Regular conference calls with multisectoral stakeholders, U.S. Embassy and GHSD Washington to review progress, discuss activities and address emerging issues.
  • The Senior M&E Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested.
  • The advisor will provide monthly reports to US Embassy/U.S. Department of State. The Advisor may be required to submit additional reports at the discretion of the U.S. Department of State and LEAP Global.

 

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month.  Additionally, the advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. 

Qualifications

  • Bachelor of Arts in Demography, Epidemiology, Biostatistics, Monitoring and Evaluation or related field.
  • Advanced degree (master’s or higher) in Public Health, Epidemiology, Biostatistics, Monitoring and Evaluation, Demography, or a related field.
  • Minimum of 7 years of progressive experience in M&E for public health program, preferably in Global Health Security, infectious diseases, or emergency preparedness.
  • Strong knowledge of M&E frameworks, methodologies, and best practices.
  • Proficiency in statistical analysis software (STATA, R, or similar).
  • Expertise in data visualization tools (Tableau, Power BI, or similar).
  • Proven experience working with relevant routine data systems and translating evidence into feasible performance indicators and targets.
  • Experience with quality improvement, data quality assessments, and data use for decision-making.
  • Excellent report writing, analysis, data visualization and presentation skills.
  • Strong quantitative analytical, monitoring and evaluation skills.
  • Strong knowledge of GHS, infectious disease surveillance, epidemiology of infectious diseases, epidemic preparedness and response, and health systems strengthening.
  • Familiarity with digital health tools, data management, and information systems for surveillance and reporting.
  • Demonstrated ability to engage multisectoral donors and partners to align technical approaches and achieve program goals.
  • Familiarity with US Government programming and reporting requirements is highly desirable.
