JOB PURPOSE

The Senior Manager of Digital Health & Technology leads the definition, prioritisation and delivery readiness of QHC’s healthcare digital, data and technology requirements. The role translates clinical, operational and corporate priorities into clear technology requirements, delivery roadmaps, information flows and reporting needs, while coordinating with QIC / QTech on solution design, architecture alignment, implementation planning and service readiness.

In a healthcare startup, technology is a critical enabler of clinical operations, reporting, integration and patient experience. The role supports prioritization of the systems required across Sports Medicine, Citywide Healthcare and IHN, and tracks technology dependencies, delivery risks and readiness requirements.  Specifically, within Sport Medicine / Performance , technology is core infrastructure rather than a support afterthought: electronic health records, clinical and athlete-monitoring platforms, analytics and cybersecurity must be specified, procured, deployed and integrated to enable safe clinical delivery and evidence-based performance health.  

The role works closely with clinical, operations, finance and enabling teams to translate business and clinical needs into healthcare technology and data requirements, coordinating with function owners and QTech to ensure solutions are aligned with healthcare requirements and that data is usable for decision-making. The role also supports technology quality assurance, readiness and compliance with relevant healthcare-specific technology and data requirements.

KEY ACCOUNTABILITIES

1.  Digital Health Strategy & Technology Requirements

•    Implement approved QHC Digital Blueprint and define QHC's health technology requirements and digital roadmap across clinical, operational and enabling domains, aligned with the organization's startup priorities and target operating model.

•    Translate clinical and business needs into technology specifications, architecture principles and a prioritized delivery plan.

•    Advise leadership on build-versus-leverage decisions across the QIC / QTech and partner ecosystem.

•    Coordinate with QTech and relevant function owners on interoperability and integration requirements across clinical, operational and administrative systems.

3.  Data Management, Analytics & Business Intelligence

•    Define QHC’s healthcare data requirements, information flows, data ownership and reporting needs across functions.

•    Define and coordinate analytics and reporting requirements that support data-driven clinical, operational and leadership decision-making.

•    Track data availability, quality, ownership and reporting gaps, coordinating with function owners to ensure healthcare data is usable for decision-making.

•    Support reporting and data needs across the organization as capability matures.

4.  QTech / QIC SLA & Vendor Service Delivery

•    Define, establish and manage service-level agreements with QIC / QTech and technology partners, ensuring strong, accountable service delivery to QHC.

•    Monitor vendor and partner performance against SLAs and drive remediation where service falls short.

•    Act as the primary QHC coordination point with QTech and relevant technology stakeholders on healthcare-specific technology requirements and delivery priorities.

5.  Cybersecurity, Data Privacy & Governance

•    In coordination with QIC, embed cybersecurity, data privacy and information-governance controls across all platforms and data flows from the outset.

•    In coordination with QIC, ensure compliance with Saudi data-protection and healthcare information regulations and applicable international standards.

•    In coordination with QIC, establish access controls, audit trails and incident-response readiness for health and personal data.

6.  Deployment, Integration & Readiness

•    Oversee deployment and integration readiness for all technology, ensuring systems are tested, secure and operational ahead of go-live milestones.

•    Coordinate healthcare-specific testing and readiness activities with QTech and relevant clinical and operational teams.

•    Track technology readiness against the enterprise activation roadmap.

7.  Innovation & Digital Enablement

•    Identify and introduce digital health innovations — telehealth, remote athlete monitoring, wearables and AI-assisted tools — aligned with partner best practice.

•    Pilot and scale digital solutions that enhance clinical quality, athlete outcomes and operational efficiency.

Requirements

EXPERIENCE & ACADEMIC QUALIFICATIONS

Bachelor's degree in Computer Science, Information Systems, Health Informatics, Engineering, or a related field is required. A Master's degree and recognized certifications (e.g. health informatics, cybersecurity, TOGAF, ITIL, or vendor platform certifications

8+ years of progressive experience in digital health, healthcare IT, health informatics or technology delivery, including experience defining healthcare technology requirements, supporting EHR and healthcare platform delivery, and coordinating technology readiness in new or transforming organizations.

Demonstrated experience managing technology vendors and SLAs, data management and analytics, and cybersecurity / data-privacy controls within a healthcare environment. Experience within accredited healthcare institutions (JCI, CBAHI) is an advantage.

Working knowledge of Saudi data-protection and healthcare information regulatory frameworks, and of interoperability and integration across clinical and administrative systems.
