This role sits with the International (INTL) Group, which amplifies Singapore's influence and presence in the global digital economy, enabling the nation to transcend its physical limitations and emerge as a bigger red dot on the international stage. This role is expected to be based in China, following an initial period in IMDA Headquarters, Singapore. It will include supervisory responsibilities and will provide leadership and direction for regional China operations. You will be part of a team responsible for end-to-end bilateral engagements and cooperation between Singapore and China to facilitate digital economy collaboration and technology policy cooperation at both the Government-to-Government (G2G) and Business-to-Business (B2B) levels.
Your portfolio will have a specific focus on regional China operations, covering key cities such as Shanghai, Suzhou and Shenzhen while supporting broader China engagements and workstreams where required.

[What you will be working on]

Responsibilities

Strategy & Policy Development

• Monitor and assess key developments in China’s digital and technology landscape, including policy and regulatory developments, technology and industry trends, and their implications and opportunities for Singapore.
• Develop a strong understanding of the technology ecosystems and priorities of key Chinese cities and regions, and provide ground sensing and insights from regional governments, industry, research institutions and other stakeholders to inform IMDA’s strategies and senior management.
• Develop and implement IMDA’s engagement strategy with China, including identifying priority areas for cooperation in areas such as AI, data, digital infrastructure and other emerging technologies.
• Provide inputs to broader WOG China strategies and positions, coordinating with relevant Singapore agencies and IMDA divisions.
• Support senior-level engagements and visits through the development of engagement strategies, briefs, talking points and recommendations.

Regional Engagement & Partnerships

• Build and maintain strong working relationships with relevant regional and local government counterparts, technology companies, research institutions, industry organisations and other ecosystem stakeholders.
• Proactively identify, develop and drive G2G and B2B collaborations that advance Singapore’s digital and technology interests, working with relevant IMDA divisions, Singapore agencies and industry partners to take promising opportunities forward and address policy or regulatory issues where necessary.
• Support and coordinate key bilateral and regional platforms and workstreams, including tracking progress and following through on agreed outcomes.
• Represent IMDA in relevant engagements with Chinese counterparts and coordinate closely with colleagues covering China at the central and regional levels to ensure coherence across IMDA’s China engagements.

[What we are looking for]

Requirements

• 10-15 years of relevant working experience, preferably in international relations, the government and/or technology sector(s), industry development or related fields
• Good understanding of China’s digital and technology landscape and/or experience working with the Chinese government, industry and other stakeholders.
• Overseas working experience or significant experience working with China will be an advantage.
• Strong interpersonal and networking skills, with the ability to effectively influence and engage industry, senior management and partner agencies.
• Able to think critically and analytically, connect developments across policy, technology and industry, and identify opportunities for collaboration.
• Ability to conceptualise actionable projects and drive outcomes through influence and stakeholder management.
• Proactive self-starter, able to work independently with limited supervision, take ownership of issues and drive workstreams from conception through implementation.
• Able to multi-task, adapt quickly and work effectively in a fast-changing environment.
• Excellent written, verbal communication and presentation skills in both English and Mandarin.

 

Position will be commensurate with the candidate’s qualifications and experience.
