Senior Electrical Estimator/Quantity Surveyor

Contract Type: Permanent 

Work Schedule: Monday to Friday, 8.30am to 5.30pm 

Location: Kilkenny / Dublin (Hybrid arrangements to be discussed)

Overview of Role: 

The Senior Electrical Estimator / Quantity Surveyor will be responsible for managing the commercial and estimating functions across multiple Design & Build projects within Veolia's Water, Waste & Energy Business Units. You will lead the electrical cost estimation and commercial planning during the proposals phase, supporting bids from inception through to tender submission. 

Upon contract award, you will transition projects to the Contracts team whilst remaining available to provide ongoing commercial and quantity surveying support during the delivery phase as required. 

This role requires flexibility, strong commercial acumen, and the ability to work collaboratively across both the Proposals and Contracts functions to ensure maximum value delivery for Veolia.

Key Responsibilities: 

Proposals Phase (Primary Focus)

  •  Lead electrical cost estimation for Design & Build bids across Water, Waste & Energy projects serving Municipal, Industrial, Pharmaceutical, Data Centres, Manufacturing, Food & Beverage, and other key sectors, with particular expertise in Motor Control Centre (MCC) panels, instrumentation systems, electrical installations including building services, and SCADA Systems

  • Develop detailed cost estimates, Bills of Quantities (BOQs), schedule of rates and commercial assessments (focus on quantities, costs and commercial risks) aligned with project scope and client requirements

  • Negotiate with electrical subcontractors and suppliers to secure competitive quotes, validate costs, and ensure technical feasibility of designs

  • Prepare comprehensive commercial documentation and risk assessments to support tender submissions

  • Collaborate with the project team to ensure electrical estimates reflect technical complexity and align with overall bid strategy

  • Manage multiple concurrent bids and prioritise effectively to meet proposal deadlines

  • Support the Proposals team on quantity surveying matters across various sectors as required 

Contract Transition & Delivery Support (As Required)

  • Assist with handover of projects to the Contracts team upon award with clear commercial baseline and documentation

  • Provide ongoing commercial and quantity surveying support during project delivery, including subcontractor account management and payment administration

  • Compare quantities/scopes defined during detailed design with the ones agreed contractually and flag any discrepancies

  • Support the Contracts team during quieter proposal periods to maintain project momentum and commercial compliance

  • Collaborate with the project and procurement teams to review, assess and document subcontracts and any subsequent variations

Required skills for this role: 

  • 3rd level qualification in either Construction Economics, Quantity Surveying, Building Services Engineering, Electrical Engineering, or related discipline

  • Minimum 5 years' experience estimating and managing electrical projects, with proven expertise in Motor Control Centre (MCC) panels, instrumentation systems, electrical installations, Building Services, and SCADA systems

  • Strong knowledge of contract law and demonstrated experience with infrastructure contracts across Industrial, Municipal, Pharmaceutical, Manufacturing, Food & Beverage, and similar sectors

  • Excellent negotiation and communication skills with subcontractors, suppliers, and clients across multiple sectors

  • Strong Excel skills and proficiency with Microsoft Office Suite (Word, Project); experience with construction estimating software desirable

  • Ability to manage multiple concurrent bids, prioritise effectively, and work to tight deadlines whilst maintaining high attention to detail

  • Full, clean driving licence and eligible to work in Ireland
