Job Summary:


The Senior Director of Fleet Operations is a high impact enterprise leadership role responsible for the strategic oversight, performance, financial management and transformation of a multi-state utility fleet consisting of approximately 5,000 vehicles and specialized equipment. The role supports electric, gas and power operations across 26 states, including approximately 22 garages and 76 mechanics.


This is a highly visible, forward-facing leadership role responsible for end-to-end fleet lifecycle management across regulated utility operations in the Northeast. The role also provides governance and strategic oversight for a nationally dispersed Power fleet operating under an outsourced vendor model.


The Senior Director will lead enterprise-wide initiatives focused on standardization, sustainability, fuel strategy, and cost optimization, while driving operational excellence. This leader is accountable for ensuring high fleet reliability and maximum asset uptime to support critical utility operations, including emergency and storm response.



Key Responsibilities:


Lead and manage a Fleet Team with 5 direct reports and a mix of 97 union and nonunion employees.


Enterprise Strategy & Leadership:


  • Develop and execute a multi-year fleet investment strategy, aligned with corporate and operating company goals, commitments and regulatory requirements.
  • Serve as the strategic adviser to senior leadership on fleet investments, standardization, budget, risk mitigation and operational performance.
  • Lead geographically dispersed teams, including fleet directors, managers, maintenance operations and vendor parters in each (OpCo) Operating Company.
  • Drive organizational transformation initiatives (i.e. standardization, telematics, predictive maintenance, fuel strategy and sustainability).
  • Monitor industry trends and implement innovative solutions for new fleet technology.

Fleet Lifecycle Management:


  • Manage the full lifecycle of vehicles and specialty equipment while enhancing asset strategies to balance cost, reliability and operational readiness with regulatory commitments and equipment lead times.
  • Develop and implement cost saving and efficiencies initiatives across the fleet and devise strategy on the optimum level of in-house v outsource maintenance.
  • Oversee timely vehicle registrations, inspections and in service dates, including decommissioning and sales of replacement vehicles.

Operational Excellence & Performance Management:


  • Manage and expand established KPI’s and performance dashboards.
  • Ensure accurate and timely global reporting.
  • Leverage telematics and analytics to enable data driven decision making and continuous improvement.
  • Optimize shop productivity and service delivery models.
  • Stakeholder management and coordination with business operations for growth initiatives and business cases (e.g. Gas and Electric Ops, Windfarm Ops).
  • Responsible for fuel hedging or bulk purchase strategies with regular audits to ensure strategy is aligned to business needs. Management of the non-hedged fuel and fuel management systems such as Wright Express (WEX) fuel cards.
  • Lead cross-functional department coordination of telematics program and supporting hardware to ensure reliable deployment and operability. Provide oversight of device installation and decommissioning.

Regulatory Compliance & Risk Management:


  • Ensure compliance with DOT, OSHA, EPA, State Utilities Commissions & Internal Departments including Health & Safety, Compliance and Environmental.
  • Maintain audit ready documentation including inspections and reporting.
  • Manage fleet safety programs, driver policies and incident investigations.
  • Ensure fleet readiness for storm response, outage restoration and mobilization.
  • Lead fleets strategic support for rate case development and regulatory proceedings, providing the analysis and business justification needed to secure favorable outcomes for fleet investments aligned with operational needs.

Financial Management:


  • Develop annual and long-term operating and capital budgets.
  • Drive cost optimizations across maintenance and repairs, fuel and energy usage, vendor contracts and leasing strategies.
  • Perform long-term capital planning aligned with rate cases and regulatory filings.
  • Delivery financial transparency through forecasting variance analysis and benchmarking.
  • Develop and oversee required Investment Dossiers for acquisition of new fleet over $6m working with other stakeholders in General Services, Avangrid Investment Control as well as Global General Services Fleet.

Vendor & Supply Chain Management:


  • Oversee procurement of vehicles, upfits, equipment, parts and services.
  • Ensure alignment with corporate sourcing strategies and procurement guidelines.
  • Drive standardization across fleet specifications and supplier base.
  • Provide comprehensive data driven framework analysis for new requests. Support local and global RFI’s with timely thorough responses.



Required Qualifications:


Required Education:


  • BS or BA degree with an MBA or MS degree is strongly desired but not required.

Experience/Training:


  • Minimum 12+ years managing large complex teams for a regulated entity, utility or transportation industry.
  • 10+ years of progressive leadership experience in fleet or asset management.
  • Minimum 7 years of vehicle maintenance and repair experience.
  • Comprehensive knowledge of State/Federal motor vehicle safety and regulatory requirements.

Preferred Qualifications:


Certifications (Desired, but not required):


  • Possession of a valid Commercial Driver’s License (A endorsement).
  • Possession of valid State Inspector License.

Other Preferences:


  • Possession of Fleet Management Certification (CTP NPTC).
  • Experience in regulated utilities or energy sector.
  • Experience leading Fleet electrification or sustainability initiatives.
  • Advanced knowledge of SAP, Maximo, & Telematics Platforms.
  • MBA or advanced degree.
